The Maritime and Port Authority of Singapore (MPA) is deeply concerned about the recent Dali ship crash that occurred in the United States. Here are the key details:

  1. Incident Overview:The Dali, a Singapore-flagged container ship, collided with one of the pillars of the Francis Scott Key Bridge in Baltimore, Maryland at approximately 1:30 AM on March 26, 20241.Tragically, the impact caused the bridge to collapse within seconds, and authorities have presumed six people dead with two others rescued (including one in serious condition)
  2. Investigation:The MPA is actively investigating whether there has been an infringement of the Merchant Shipping Act 1995 due to this incident.Officials from the MPA and Singapore’s Transport Safety Investigation Bureau (TSIB) are assisting with the investigations in Baltimore.The TSIB will conduct an independent marine safety investigation under the International Maritime Organisation’s Casualty Investigation Code to identify lessons that can prevent future marine casualties. Importantly, this investigation does not seek to apportion responsibility or determine liability for the incident.
  3. Safety Measures:As the Singapore flag administration, the MPA takes its responsibilities for the safety of Singapore-registered vessels seriously.The MPA collaborates with classification societies to survey, inspect, and ensure that Singapore-flagged vessels comply with all statutory requirements.The Dali, registered under Singapore’s flag since October 2016, had 22 crew members on board during the collision, including two pilots, all of whom were reported safe.
  4. Support and Cooperation:The MPA continues to extend support to the US Coast Guard and local authorities.It is working closely with the ship’s management company, Synergy Marine, to exchange information with the Coast Guard.Additionally, the MPA has requested the Dali’s classification society, ClassNK, to prepare technical assessments and stability calculations to aid the Coast Guard in planning and executing vessel salvage operations.

The Dali’s involvement in this tragic incident has raised significant concerns, and the MPA is committed to ensuring maritime safety and preventing similar accidents in the future.
