What is the right Tariff, and when.
Tariffs, a tax system that goes back thousands of years. For example, the very brutal Romans built the Hadrian Wall across Scotland, ostensibly to protect the Romans from the Scots. In the process assessed a tax on trade going through the planned gates; manned by Romans collecting tariffs at the gate.
Think of this as using a sledgehammer to trim toe nails. Ouch, and not walking right again for a very long time.
Should we ever use Tariffs in our age? It is way to crude with unintended cost that cannot be mitigated.? Certainly not to raise tax. But can we use tariffs to create equity for the common human? Yes. Can we use advanced technology to make that work without much of the unintended consequences? Very much yes.
Suppose America wants too be fair to every human on the planet. They also want to prevent other countries from abusing their citizens in order to sell products to America cheap and thus prevent American citizens from being able to produce here in America. So the concept is do not take advantage of them, and not let them take advantage of us, tariff. And use technology to do that. And use a sophisticated variable rate depending on the real specific facts for each product.
Example: Every product imported to America must account for the wages paid to every human being (employee/contractor/however defined) in the supply chain according to international accounting standards for that purpose, subject to audit. All wages must exceed the lowest minimum wage in the United States. If not, a variable tariff equal to the difference will be charged at entry on that product. Either pay US or pay them.
Understand that every country can do what they want to their citizens. They can do it to whomever they want, when they want. We are not meddling in their choice. Every country can sell to anyone in our country, (not drugs). Every American can buy foreign or domestic based on their decision criteria. Real Freedom. But the price will be more competitive with the tarriff. And possibly or eventually fair to the third world humans.
