What model(s) for the garment sector in developing countries?

For many developing countries, the garment sector is an entry point into manufacturing. The sector allows them to employ many people, boosting their export and revenues and acquire new skills.
But as they start developing their textile and garment sector, countries face many choices: should they looks at their domestic market or try to export, and to which markets? Should they invite foreign companies to invest? How can they develop linkages to increase value addition?
Over the course of the past year, we have tried to answer some of this questions by looking at the experience of developing countries that were more or less successful at developing their garment sector. Looking at their successes and shortcomings we have identified some lessons for new entrants - specifically for Tanzania, but the lessons are applicable to many other developing countries.
Our research draws on the varying experiences of six countries in Asia and Africa – Bangladesh, Cambodia, Ethiopia, India, Lesotho and Madagascar – to pinpoint what is required to establish an integrated value chain, from cotton to clothing, and raise local ownership of textile and garment manufacturing.
Our report and briefing note shows, through the varied experiences of the case study countries, that no single model can be isolated as a definitive route to success.
