- Driven by test driven development & feature driven development, i.e. driven by end user descriptions/scenarios of what is required of the solution
- Seeks constant user feedback
- Recognizes that plans are short-lived
- Develops solution iteratively with a emphasis on continuous value-added development activities
- Delivers multiple working solution increments
- Adapts as changes occur
