What makes SAFe different from Scrum/Agile project management?
"Should we go with Scrum or SAFe?" Is this even an either/or situation? Isn't Scrum part of SAFe? Let's look at each to see how the puzzle fits together (or not).
Scrum is a straightforward, team-based framework for tackling complex problems. Scrum is based on the methods used by highly effective product development teams. While it was designed for software development, Scrum can be applied when problem-solving and teamwork are essential.
A Scrum team has all the skills and authority needed to deliver a product. The Product Owner has the power to make product decisions. The Scrum Master is a coach whose primary focus is improving team performance, particularly by collaborating with the rest of the organization to remove systematic impediments. The rest of the Scrum team is cross-functional, with all the skills required to create a finished product.
Scrum delivers the product in small increments, with plenty of opportunities for validation, feedback, reflection, and learning. A good Scrum team can deliver the product that the market requires.
A key component of Scrum is quickly identifying and removing impediments to development, even if the organization causes those impediments. Scrum, in the end, is a framework for changing your organization.
Most organizations are not structured to support Scrum-like teams: Decisions are made at different levels of management (functional, product, program, portfolio). Development skills are distributed throughout active organizations. There is no established coaching role. Middle management is frequently torn between following directives, resolving problems from below, and jockeying for positions?with other departments. There is often too much to do. As a result, removing impediments can be a lengthy process.
Switching to Scrum can significantly improve an organization's ability to build and deliver the right products rapidly. Because Scrum teams are so effective, organizations want to make the change even if it is difficult. How do you go about doing that? Scrum does not directly respond to that question.
SAFe is one attempt, and a successful one from a marketing standpoint, to guide how to introduce agility into large development organizations. "The Scaled Agile Framework guides all levels of the enterprise that are actively engaged in solution development: Team, Program, Large Solution, and Portfolio," according to the Framework.?SAFe includes a "Big Picture," which allows organizations to see their current activities and how they fit together in the SAFe Framework. Teams are organized into "release trains" that collaborate to plan and deliver results quarterly.
Unlike Scrum, SAFe does not necessitate many organizational changes. There is still programme and portfolio management, as well as function-specific roles and titles. No one's job, role, or position is questioned because SAFe is secure.
How are Scrum and SAFe different?
In simple words,?Scrum is used to organize small teams, while SAFe?? is used to organize the whole organization. Moreover, Scrum tends to miss many important aspects that SAFe?? manages to contain. While Scrum is an Agile way to manage software development, SAFe?? is an enterprise-level establishment method.?
They are?addressing different issues: SAFe is concerned with structuring an entire development organization, whereas Scrum is concerned with enabling an individual team to collaborate. More importantly, they are founded on different value systems, which significantly impact job descriptions and how people work.
The values and principles of the Manifesto for Agile Software Development (or simply the "Agile Manifesto") are aligned with "Agile" frameworks. "We are discovering better ways of developing software by doing it and helping others do it." Agility is the practice of practitioners learning from and helping one another. "Our top priority is satisfying the customer by delivering valuable software on time and schedule." Because the Scrum creators were involved in creating the Agile Manifesto, Agile values and principles are closely related to Scrum values and principles. A Scrum team should be able to figure out and deliver on what its customers require.

While Agile values, lean principles, and other aspects of modern organizational thinking inform SAFe, its core values focus on alignment and programme execution. It is implemented as a result of a leadership decision. A SAFe organization is expected to deliver on what its leadership requests.?
SAFe, for example, redefine Scrum. As defined by the Scrum Guide, there are several critical distinctions between SAFe Scrum and Scrum. For example, the "SAFe Product Owner" is not authorized to make product decisions. These are made at the Program or Portfolio level. A "Safe Scrum Master" is a team facilitator who is not expected to provide organizational service.
So, at least on paper, SAFe eliminates many of the key benefits of the Agile approach represented by Scrum:
What about the fact?
Many organizations call what they do "Scrum" (or "Agile" as a code word for Scrum) but fail before they start by not properly empowering and staffing their Scrum teams. SAFe does not address this. Attempting to fit Scrum into the constraints of your current organization is a failure pattern. Scrum will produce the best results if your leadership embraces the Scrum spirit and mindset.
SAFe is large enough that it will almost certainly need to be "tailored" during implementation.?Many practitioners advocate treating SAFe as a toolbox containing a variety of excellent and valuable practices. Use the ones that are most effective for you. Increase the amount of what works and decrease the amount of what doesn't.
What's the distinction between SAFe and Scrum? They deal with different issues, and more importantly, they represent two opposing value systems.
