In a federal structure, center state relationship is most crucial as it determines the fund allocation, control and execution in the ground level. There should be balanced growth. Some state like West Bengal are lagging behind for negative attitude and anti industrialization. No employment. Low education level. Bad health and other government services. In such type of cases, center should impose some policies and mistake proofing to cut down the negativity.
