What is going on with CBTA in the maintenance domain?

We are all about CBTA, right? But where we stand on the rules and regulations to support that? What is really going on out there? Well, it is not that easy to change to this strange "letter soup" that promises to improve our lives in training in ways that will solve all the current students’ gaps of competencies the industry complains. It says that it will bring the power to the students to learn in their own speed and sort to say, on their own path of choices to become competent aviation engineers.
To answer the first question, we only need to understand that the change to Competency Based Training and Assessment is an option that MTO’s may adopt as they see fit. It is so because it would not be wise, maybe not even reasonable to change completely the way training is provided today for something that is not in everybody’s domain and culture. It is also so that rules and regulations today do not provide the means for implementing CBTA since they are time-based, it is, they establish the duration of the courses regardless of the competencies of the students. ICAO has published guidelines towards the application of CBTA, EAMTC is working in documentation to support it members towards the use of it and EASA is getting into passe to place CBTA into the regulations and creating means to deviate from the time-based model. The problem is that the reviews of both Parts 147 and 66 will not be ready soon enough and it seems that there are still conflicts within the regulator on how to better address the departure from time-based to competency-based training.

Many organizations are already working towards the competency-based model because it fits their views, culture, perception of training and they have the resources to do so. Many more will wait for the regulations to pave the ground ahead, but it is needless say, that whoever sails this ship early may collect the better fruits of discovery, but it may not be painless.

2 年For the fulfilment of CBTA requirements / recomendations the following aspects shall also be considered: - is a time and effort burden in particular when it comes to bigger numbers of certifying staff to be assessed. - the typical manual solution of assessment documentation allows neither sound reporting nor statistical evaluation in an economic way - Assessors must be able to demonstrate that they are able to consistently evaluate and judge the performance and related competence of the candidate - Appendix III to AMC to Part-66 (Evaluation of the competence: assessment and assessors) provides criteria to establish the qualification of assessors. - Other standards may be used to support the assessment, but there is no indication of how the reliability and validity of the assessment results will be verified - Flight Training Operators have many years of experience to fulfil EASA (ATQP) or FAA (AQP) requirements for training evaluation and record keeping standards.
