What is the European Union Data Act?

Data generation and subsequent use has exploded in recent decades and for good reason: it is an amazing tool for businesses, educators, technologists, you name it its useful for all sorts of applications. However, the underlying consequences have become apparent: Who owns the data that is created? What if there are disagreements about various aspects of the data? How are users able to control access to and security of their data? The EU Data act aims to cover these types of concerns.
