What is an Engineering Order made by Part 145 Maintenance Organization?

What?

Engineering Order (EO) is a staged work card, an instruction that tells how to perform a maintenance task. Usually, it says how to perform a “complex maintenance task” because approved maintenance documentation such as AMM, SRM, CMM, etc. already provides all required maintenance instructions.


Therefore, we do not need EO for an easy-to-go job but need it for something really important and difficult.

Why?

Quote from Regulation (EU) No 1321/2014:

EASA Part 145.A.45 (e) Complex maintenance tasks shall be transcribed onto the work cards or worksheets and subdivided into clear stages to ensure a record of the accomplishment of the complete maintenance task.


In other words, it is mandated by regulation to transcribe “complex maintenance task” onto Engineering Order /staged?Work Card.

When?

EO is being prepared and released in case of complex & critical maintenance, some repairs including part fabricating and AD-related tasks.

“Complex maintenance task” is a kind of comprehensive work that can consist of multiple steps that can disturb many aircraft systems that can be considered difficult to perform.


One of the examples is illustrated on the cover photo of this article - Engine change in combination with Nacelle strut removal & installation. Also, it could be Landing Gear change, Flying control disturbance, Cockpit Instruments refitment, etc.

Such tasks usually require independent inspection or re-inspection and in some cases can be considered critical.


“Critical maintenance task” – is a task that has an impact on flight safety. It affects the control, stability, propulsive force of the aircraft, etc.

1.??????Actually, we can say that the EO becomes a kind of error capturing method for “Complex & Critical maintenance task” and provide a clear sequence& staging, and traceably of all performed maintenance steps.

2.??????In addition, EO could be prepared to provide guidelines for “complex repairs” that involve parts fabrication, refitment of components, and their consequent systems’ tests.


3.??????Almost all ADs refer to SBs, SBs include a huge variety of steps that depend on the aircraft effectivity. We need to assembly correct and effective working instruction that is staged in a proper sequence.

Who?

The engineering department is the one who is really fit for that job and can analyze the working processes and prepare a clear and properly staged Engineering Order.


How?

First, any company should have an approved EO Form that is registered in the company form list (Part of MOE). Usually, this EO form is a template made in Word File that “Engineering Engineer” should compile with proper steps.

Those companies who use Computer Systems compile their EO using the software.


How to compile the EO:

Read – all available current approved documentation;

Understand - what is written and what is required to be done;

Investigate – clarify all questions, check other sources, and talk to Maintenance Engineer if required;

Analyze – whole information that you have;

Pick-up – effective and applicable steps from documentation;

Sequence – all steps should be in proper sequence;

Tools & Materials – add required tools and materials;

Inspection & Test - add independent inspections and system test, whatever applicable and required;

Prepare – put all together into approved EO format;

Check & Sign – double-check and give it to the Engineering Manager for his review and signature;

Release – EO to work;

Feedback – ask for feedback from the maintenance team;

Improve – whatever required and if required in that EO;

Revise – EO if it is required.

Quick question on EO. Is EO used in EASA only? Do you know what term is used in FAA for the same purpose?
