I 10 anni dello Startup Act

Oggi celebro i dieci anni dello #StartupAct insieme alle quasi 15mila imprese innovative iscritte al registro.

Dieci anni fa, l’#Italia non aveva una normativa friendly nei confronti delle startup e decisi di incaricare dodici pionieri dell’innovazione coordinati da Alessandro Fusacchia , per studiare tutte le best practice al mondo nel settore e capire cosa fare per accelerare.

Le parole d’ordine erano state capire e semplificare.

Perché le #startup non sono aziende come tutte le altre, hanno bisogno di strumenti e normative ad hoc. E solo conoscendo a fondo questo mondo, è possibile comprenderlo. Così, seguendo l’esempio dei Paesi più avanzati, riformammo la legislazione sul lavoro, il diritto civile per la costituzione di nuove aziende, gli incentivi, il diritto fallimentare – forse il campo più ostico - e la modalità di raccolta di equity e di credito attraverso il crowdfunding.

Con il contributo di tutti mettemmo insieme la proposta di legge che teneva conto delle migliori esperienze internazionali e che avrebbe potuto rispondere alle specifiche esigenze del grande mondo dell’#innovazione e in Parlamento il progetto venne approvato a larga maggioranza. Il bello è stato il confronto con tutte le parti in causa e la voglia di cercare il meglio che c'era al mondo: è stato un lavoro corale che ha funzionato.

Fu un successo. Ma i successi – nostri e degli altri – vanno sempre riconosciuti, apprezzati e valorizzati, per poi riuscire a fare ancora meglio. Per questo, le misure per sostenere l’ecosistema dell’innovazione in Italia sono tutt’altro che terminate. I 600 miliardi di esportazioni dimostrano che il terreno è fertile.

Dobbiamo continuare a semplificare le procedure negli investimenti e a ridurre la burocrazia creando, per esempio, un percorso semplificato per gli startupper e nuovi requisiti per consentire loro di partecipare ai bandi pubblici.

C'è da fare il grande balzo in avanti con iniziative pubbliche per far crescere velocemente anche i migliori venture capitalist, seguendo l’esempio di Germania, Francia e Spagna. Non aiuti a pioggia, ma una organizzazione strategica che possa rappresentare il “booster” dell’innovazione italiana. Una quota del risparmio previdenziale deve essere destinato al #VentureCapital .

Dobbiamo promuovere la cultura del rischio e d’accettazione del fallimento, senza timore o soggezione. Ai giovani, nelle scuole, dovremmo dire che provare si può. Che il lavoro non va solo cercato, ma anche creato. E che è possibile sbagliare, è normale fallire, ma anche dagli errori si impara.?Dovremmo essere ambasciatori della cultura del “si può”, portando avanti esempi positivi, accompagnando sempre la teoria alla pratica, unendo realmente le generazioni.

Inoltre, non vergogniamoci di guardare chi è più bravo di noi. Se qualcuno, dal punto di vista normativo e organizzativo, ha già trovato la migliore soluzione possibile, facciamola nostra. Copiamola e andiamo avanti, valorizzando i campi in cui noi, come Italia, siamo eccellenti. Nel mondo globalizzato si vince con eccellenza e unicità e l’Italia ne può schierare moltissime. Ricordiamoci che il confronto resta sempre la chiave più importante per la crescita.

Oggi, come dieci anni fa, non abbiamo nessun limite da porci se non continuare a costruire fiducia nel futuro.

Today, I celebrate ten years of the Startup Act, together with the almost 15,000 innovative companies who have registered under it.

Ten years ago, Italy did not have a friendly legislative environment towards startups, and I decided to appoint twelve innovation pioneers, coordinated by Alessandro Fusacchia, to study the best global practices in the industry and understand what to do to accelerate things.

The watchwords had been to understand and simplify.

Because startups are not like any other companies, they need tools and ad hoc regulations. And only by knowing their world inside out, is it possible to understand it. So, following the example of the most advanced countries, we reformed labour legislation, the civil law for setting up new companies, incentives, bankruptcy law - perhaps the most challenging field - and the method of raising equity and credit through crowdfunding.

With everyone’s contribution, we put together a bill that took into account the best international experiences and learnings, and that could have met specific needs of the great world of innovation. In Parliament the project was approved with a large majority. The beauty lay in the collaboration between all the parties involved and the desire to seek the best in class in the world: it was a team effort that worked, with everyone singing from the same hymn sheet.

It was a success. But the successes - ours and that of others - must always be recognized, appreciated and enhanced, to be able to do even better. Thus, the measures to support the ecosystem of innovation in Italy are far from over. €600 billion worth of exports show that the soil is fertile.

We must continue to simplify investment procedures and reduce bureaucracy by creating, for example, a simplified path for startuppers and new requirements to allow them to participate in public tenders. There is a big leap forward to be made with public initiatives to make the best venture capitalists also grow faster, following the example of Germany, France and Spain. A strategic organization that be the "booster" of Italian innovation. A share of welfare savings must be intended for Venture Capital.

We must promote the culture of risk and acceptance of failure, without fear or awe. We should tell young people in schools that we can try things out. That work must not only be sought, but also created. And that it is possible to make mistakes, it is normal to fail, but you also learn from mistakes. We should be ambassadors of a “yes you can” culture, bringing forward positive examples, always accompanying theory with practice, truly uniting the generations.

Moreover, we mustn’t be ashamed to look at those who are better than us. If anyone, from a regulatory and organizational point of view, has already found the best possible solution, then let's also make it ours. Let's replicate it and move forward, enhancing the fields in which we, like Italy, excel. In a globalized world, one wins with excellence and uniqueness - and Italy has so much to deploy. Let us remember that comparison is always the most important key for growth.

Today, like ten years ago, we have no limits to set ourselves but to continue to build confidence in the future.
