What Changes for Fleet Operators After 28th October?
Fleet operators who are currently operating, or who wish to send their vehicles to London, must comply with new TfL guidelines applicable to HGVs over 12 tones. These guidelines require operators to fit a Progressive Safe System if their vehicle has a Direct Vision Standard (DVS) rating of less than 3 stars.
Direct Vision Standard (DVS) 2024
Initially introduced in 2019 for HGVs over 12 tones with minimal visibility (rated 0 stars), the DVS assigns a visibility rating from 0 to 5 stars based on the driver's direct view from the cab. From 28th October 2024, the guidelines are being updated. Vehicles with a rating of less than 3 stars will be required to improve visibility by installing a Progressive Safe System.

A Progressive Safe System consists of various components specified by TfL to enhance vehicle safety. It covers the front and rear blind spots and ensures that both the driver and vulnerable road users (VRUs) are alerted to the presence of potential hazards within these zones.

What Do I Need to Do as an Operator in London After 28th October?
Once the system is installed, your supplier or installer should provide a certificate, which you will need when applying for the permit. You will also need to submit photos of the vehicle with the installed system as part of your application.
DVS 2024 Extended Until May 2025 – What Does This Mean?
TfL has granted a six-month grace period, giving operators more time to comply with the new regulations. To apply for this grace period, operators must provide proof of a scheduled installation date or evidence of purchase if they are fitting the system themselves.
