What can we learn from this?
When more than one review flows from a single incident, the debate we often have is whether we should have a single form of review in England. It’s not an uncommon occurrence.
Since I opened this debate, some have shared with me their experience of three reviews flowing from a single incident. When these reviews result in similar recommendations and often even have similar people sitting on three panels. The value of this has been in question for many years.*
It does also seem right to consider why we have so many forms of review, all with their respective features. Each seems to have its strengths & weaknesses. For an onlooker, the situation must appear somewhat complex.
Reviews of child safeguarding cases are known as child safeguarding practice reviews in England, case management reviews in Northern Ireland, learning reviews in Scotland & child practice reviews in Wales. There is different terminology and guidance for carrying out and sharing the learning from the reviews of adult safeguarding cases & domestic homicide reviews in England. Furthermore, no central body oversees the implementation of recommendations and there is no central database to access learning from these.
How would it look to have one process, one report format & one action plan format? Could a single form of review streamline our overburdened system? What is there to lose? Clearly, there would be some gains.
Whilst I am not aware of any proposal to attempt to create uniformity of approach for the UK nations, there is something interesting unfolding in Wales. The Single Unified Safeguarding Review Project is underway, and I am keen for the SILP community to know the details.
