atc has to be seen as a way to manage centrally the checks in a full sap landscape system as well. all sap systems in a client environment do not have the same sap kernel and do not allow to manage the check with the same quality. moreover due to this difference of level in abap kernel tou cannot have the same tools for atc: email management, sap readiness,... at least, and you are right, we have to prepare the s4hana conversion and we have to adapt the manners how abapers do their work: eclipse has to be adapted as well. from my point of view it needs to be centralized to obtain the best efficiency like controlling in financial area.
