What is Artificial Intelligence?
AI refers to the ability of machines to show intelligent behavior by analyzing their surroundings and taking action to achieve specific goals with some degree of autonomy. The field encompasses a variety of techniques and applications, including expert systems, data-driven approaches, and speculative future developments.
In the first wave of AI techniques, also known as symbolic AI or expert systems, where human experts create rule-based procedures that computers can follow to respond intelligently to a given situation. Fuzzy logic, a variant of this approach, allows for varying degrees of confidence to capture intuitive knowledge, enabling algorithms to make good decisions when faced with uncertain variables.
The second wave of AI involves more recent data-driven approaches that automate the learning process of algorithms without human intervention. Artificial neural networks (ANNs) use input signals that pass through a network of artificial neurons to generate outputs interpreted as responses to the inputs. Deep learning refers to ANNs with several layers, while machine learning (ML) refers to the transformation of the network so that outputs are considered intelligent responses to the inputs. ML algorithms can automate this learning process by gradually improving individual ANNs or applying evolutionary principles to yield gradual improvements in large populations of ANNs.
The third wave of AI refers to speculative future developments, such as advanced evolutionary methods, quantum computing, and brain emulation. Strong AI, which can exhibit intelligence in a wide range of contexts and problem spaces, is not possible with current technology and would require paradigm-shifting advancements.

AI is important because it presents numerous opportunities and challenges in various contexts. Challenges include avoiding underuse or overuse of AI, ensuring equitable distribution of the costs and benefits of AI development, public acceptability, alignment with social values, and concerns about military applications. Opportunities and challenges that are contingent upon future developments include significant job losses, escaping human control, challenging human autonomy, and developing artificial emotions or consciousness, which pose interesting philosophical questions.
Responding to these opportunities and challenges requires shaping the regulatory and economic context in which AI is developed and applied, investing in research and development, and promoting social dialogue and engagement on AI-related issues. The development of AI should be conducted in a socially responsible manner that respects fundamental human rights and upholds democratic values.
