Eurasia Group’s Top Risks for 2025

Unveiled each January,?Top Risks—Eurasia Group’s flagship geopolitical report—reviews the ten biggest threats to nations, industries, and institutions. It helps investors, companies, and the public prepare for and respond to opportunities and challenges globally. The report is co-written by Eurasia Group's president and founder (yours truly) and our chairman Cliff Kupchan.

We can be optimistic about 2025: major wars are receding, and the U.S. presidential election had a clear, undisputed winner. But as I wrote in this year’s report: when you take a closer look, we’ve got some big problems.

The United States and China, the world's two most powerful countries are rejecting global responsibility, focusing instead on internal threats and short-term gains. This approach is failing most of their people, especially the disillusioned youth.

A “community of nations” is now the stuff of fairy tales, with governance failing to meet citizens' needs. Global challenges like climate change, technology, the economy, and national security require stronger international cooperation than current institutions can provide. Yet, the key political actors most essential to strengthening global institutions are moving in the other direction.

We are heading back to the law of the jungle. A world where the strongest do what they can, while the weakest are condemned to suffer what they must. And the former—whether states, companies, or individuals—can’t be trusted to act in the interest of those they have power over. It’s not a sustainable trajectory.

Every time I write an article about climate change, a serious climate event occurs in the same period. While I was writing this update article, the disaster in Los Angeles (10.01.2025) is still ongoing. The city has declared a state of emergency, while the fire has also taken over Subset Boulevard, symbol of the city and of the Hollywood myth. Behind the death of dozens of people, the forced evacuation of 200 thousand people, ten thousand hectares of land gone up in smoke and more than ten thousand buildings destroyed, there is a combination of many factors, some of which are linked to climate change. which will once again cost several tens of billions of dollars.

Yes, the global institutions are moving in the other direction. We can't only be happy of ' Ukraine ending war ', but we must be fear of the great events ( law of the jungle ) to come.
