There are lots of details, but here is a very notable one for the people:

"The bill would increase the maximum unemployment benefit that a state gives to a person by $600 per week and according to Schumer, "ensures that laid-off workers, on average, will receive their full pay for four months."

As of 6am, the markets are mixed on the deal as stock futures are down 128 points, which is very strange.
