PHI Statement on Passage of Inflation Reduction Act

Today President Biden signed the Inflation Reduction Act into law. "The funding priorities in this Act make explicit the critical connections between health, economic prosperity, and climate change," said PHI President and CEO Mary Pittman. "Addressing the climate crisis means prioritizing those impacted first and worst. The $2.8 billion provided for Environmental Justice and Climate Block Grants is a hallmark effort to recognize and mitigate global heating and the climate crisis, which disproportionately impact our poorest, black, Latinx and other systemically excluded communities." In the News: PHI Study Connects Air Pollution & COVID-19 Infections &?Mortality

A?new study from PHI's?Tracking California and UCSF revealed that over 4,000 COVID-19 deaths could have been prevented in one year if California met National Ambient Air Quality Standards for fine particulate matter (PM2.5), which is found in both vehicle pollution and wildfire smoke. The study showed that people living in neighborhoods exposed to the highest levels of PM2.5 had a 20% higher risk of COVID-19 infections, a 51% higher risk of COVID-19 mortality, and were?likely to be Latino and from low-income communities.?Areas with the greatest concentration of PM2.5 were California’s San Joaquin Valley and South Coast air basins. Acknowledge, Empower, Represent: How to Show Up for Black Communities in Responding to COVID-19—& Beyond

Due to systemic inequities—such as a?lack of distributed resources, preexisting health conditions and distrust due to current and historical racism and mistreatment from the healthcare system—Black Californians have been less likely to receive the COVID-19 vaccine.?PHI's Together Toward Health?(TTH) supports more than 500 community-based organizations (CBOs) across California who serve as trusted experts for COVID-19 education, testing and vaccine access—with an emphasis on reaching systemically excluded populations, including Black communities. With TTH’s flexible approach and funding, local CBOs?like?the Bay Area Community Health Advisory Council (BACHAC) built on their existing relationships and community organizing, taking?the time needed to create trust,?share resources and information, and ultimately?increase vaccine access and?uptake.?

“I really appreciated that about TTH, they understood that this kind of work takes time,” said Lisa Tealer, BACHAC executive director.?“You can’t just roll up in the community and expect people to just come and take this vaccine. You need to talk to people and give them the chance to marinate over that information and come back to you with questions.
