We’re going to continue testing the uninsured, even though Washington politics is leaving them behind.

Nomi Health has?served over 11 million patients during the two-year pandemic. Forty-four percent of them live in a zip code where the poverty rate is greater than 15%. Twenty percent of the country’s population in 2020 were either uninsured or had a gap in their insurance coverage.?Nomi Health’s burden-free testing has enabled those in the most disadvantaged rural and urban areas to receive COVID-19 testing through the support of the federal Health Resources and Services Administration (HRSA) Uninsured Program.

On April 4, 2022, the Senate reached an agreement to provide $10 billion in U.S. funding for COVID-19 aid, well below the $22.5 billion the administration had sought and failing to replenish HRSA’s Uninsured Program. This bill, if passed as agreed upon by the Senate and then the House, leaves 30 million uninsured Americans without access to needed Covid-19 testing -- even as the medical community warns of another variant hovering over us. Everyone deserves access to the treatment they need and the peace of mind they deserve to to keep themselves, their families - and their communities - safe.

Over the last two years, we’ve built a culture around raising our hands, serving the uninsured populations. Nomi Health is committed to continuing to provide Covid-19 testing, despite D.C.’s failure to include testing in its new bill. Our sites will remain open, serving both the insured and uninsured. If you have symptoms, you should be tested. If you believe you need a test to keep those around you safe - get it. We’re still here providing access to quality testing, and we’ll do what we’ve always done to be the solution: raise our hands.

At Nomi Health, we work to create meaningful change. We are calling on Congress to act on the following:?

●??????Congress must pass a supplemental bill that includes $1.5 billion for HRSA programs for the un- and under-insured.?Funding the Uninsured Program via supplemental appropriations is about providing access for our nation’s most at-risk populations and the economy functioning.?

●??????We ask that 3% of the $1.5 billion request include a requirement for fraud, waste and abuse oversight programs.?Nomi Health believes in transparency and accountability. Throughout the pandemic, we have taken steps to ensure we are good stewards of public funds by implementation of procedures to prevent fraud, waste and abuse (FWA) in the context of our HRSA-funded activities. However, not all utilizers of the Uninsured Program have followed the same procedures and practices as Nomi Health. We believe that it is fair to call for FWA oversight within the supplemental package.

●??????Lower Costs for HRSA/Federal Government:?Adjust the HRSA testing reimbursement rate to $75 for PCR, $50 for antigen and $23 for administration. These adjustments guarantee that the additional $1.5B supplemental goes further, ultimately delivering $2 - 2.5B of COVID-19 tests allocated against the additional $1.5B.??

●??????To Support Providers:?Require CMS to enforce guidelines on insurance companies paying for COVID-19 testing and pay/bill the providers - not patients.

●??????To Support Insurance Payers:?Out-of-network tests to be reimbursed at the Medicare rate of $100 as an add to the No Surprises Act. These reimbursements must be paid to the provider within 30 days of service. Doing so will reduce insurance company costs by 30-50%+, eliminate bad actors from the market, and improve program viability.?

There must be a better way.
