23 Pearson BTEC Higher National qualifications receive HTQ status
We're delighted that out of the 66 HTQs which have just been approved by the Institute for Apprenticeships and Technical Education (IfATE) in the latest cycle of the reform, 23 of these will be offered by Pearson: 22 Engineering BTEC Higher National qualifications, and a BTEC Higher National Diploma in Leadership and Management.
Review of post-16 level 3 qualifications
On 25 May 2023, the DfE published the provisional list of qualifications that will no longer be funded from 2025/26 for 16-19 learners in England due to an overlap with T levels, in wave 3 of the reforms.
The list is provisional as awarding organisations can appeal qualifications they think should not be on the list. The final list will be published by the DfE in summer 2023. You can find the full list of affected qualification on our L3 funding webpage.

The future of post-16 level 2 and below vocational qualifications in England
The post-16 level 2 and below vocational qualifications in England are under review.
The first wave of new qualifications will commence September 2025 for construction, education and childcare, engineering and manufacturing, and health and science, all other level 2 qualifications (excluding ESOL and PSE) for September 2026 or 2027, all ESOL, PSE, level 1 and entry level in groups 9 – 17 for September 2027 and September 2028.
