Welcome to Issue 182 of On the Road

I want to start by thanking everyone for all the well wishes I have received following my announcement that I will be resigning after leading the National Heavy Vehicle Regulator (NHVR) for more than a decade.

This is by far one of the most difficult decisions I have had to make and I cannot express what an honour and a privilege it has been to work with such a dedicated and hard-working industry.

When I look back to when I first joined the Regulator in May 2014 and compare it to where we are now, I am so proud of how we have evolved together and the important advancements we have made for the safety and culture of this critical sector.

My personal highlight has been fostering many strong partnerships with industry stakeholders and regulatory partners. Thank you for your support and honesty in what has been the most rewarding journey in my career.

I look forward to continuing to work closely with you in the lead up to Christmas. My last day will be Friday, 24 January 2025 and I plan on taking a break and spending time with my family.

Contact Centre – moving to 7 days

At the NHVR we pride ourselves on being a modern, customer-centric organisation. Our goal has always been to provide a consistent, accountable, and transparent customer service experience.

Since the Contact Centre was brought in-house in 2021, we have taken big steps to enhance our customer experience including a continued focus on call resolution, seeking customer feedback to improve systems and processes, collaborating with government stakeholders to implement best practices and reviewing operating structures.

It is this ongoing commitment and focus which has driven the exciting decision to expand the Contact Centre’s operations to 7 days.

I’m pleased to advise that the Contact Centre is now available from 7am to 8pm Monday to Friday, and 8am to 4pm Saturday and Sunday. Stay Safe,

HVSI project conducts series of Safe Container Loading & Transport Practices seminars

Funded by round 7 of the NHVR's Heavy Vehicle Safety Initiative (HVSI), Container Transport Alliance Australia (CTAA) have held five seminars across Australia to date.

The series of seminars aim to inform the container transport and logistics sector of the safety resources available for safe loading, unloading, transport and practices, and spread awareness of the NHVR’s Regulatory Advice on managing the risk of transporting freight inside shipping containers.

The last two seminars will be held in:

  • Adelaide: Tuesday, 19 November 2024;
  • and Fremantle: Wednesday, 20 November 2024.

NHVR Annual Report 2023-2024 now available?

The NHVR Annual Report for the 2023-2024 financial year is now available.??

This year’s Annual Report celebrates the NHVR’s achievements over the past decade - focusing on the significant work performed in enhancing safety and productivity across the heavy vehicle industry.??

NHVR to roll out Automatic Number Plate Recognition (ANPR) cameras in NSW in 2025

Mobile ANPR cameras, which come in the form of roadside trailers and vehicle mounted cameras, are currently deployed by NHVR Safety and Compliance Officers (SCOs) in South Australia, Tasmania, Victoria and Queensland, targeting safety on key freight corridors.

The cameras will commence operation in New South Wales from early 2025.

The wider implementation of ANPR cameras means increased efficiency for compliant heavy vehicle drivers by ensuring they are intercepted less regularly, with SCOs increasingly able to focus their compliance and enforcement efforts.

NHVR calls for feedback on draft Wine Industry Code of Practice

The NHVR has released the draft Wine Industry Code of Practice, to allow any stakeholder with an interest in the wine industry to review and comment on the Code before it is assessed for registration.

Developed in partnership with the South Australian Wine Industry Association (SAWIA) and Australian Grape and Wine (AGW), the Code has been produced to help boost safety outcomes within the wine industry, aimed at assisting parties in the Chain of Responsibility (CoR) comply with their primary duty obligations under the Heavy Vehicle National Law (HVNL).

The Code is available for feedback until 29 November 2024.

Updates to the National Heavy Vehicle Inspection Manual?(NHVIM)

From Monday 16 December, any vehicle inspections should be conducted using criteria in Version 3.1 of the NHVIM.

Key changes reflect amendments made to the Australian Design Rules (ADRSs) around the introduction of Safer Freight Vehicles, electric vehicle standards and hydrogen vehicle standards.

Other changes are reflective of changes made to the Road Vehicle Standards Act (RVSA), as well as in response to feedback provided to the NHVR.

Updated National Roller Brake Testing Procedure

The updated National Roller Brake Testing (RBT) procedure is now available, ensuring consistent and accurate brake testing for heavy vehicles.

The revisions include a refreshed template, improved appearance and clarified information, enhancing usability without altering the core content of the procedure.

Victoria’s Broadford Weighbridge is temporarily closed for essential works

The NHVR is advising drivers that the Broadford Weighbridge in Victoria is temporarily closed for essential works.

The rest area behind the weighbridge will remain open for light and heavy vehicles to use.

Industry should check the NHVR’s Facebook channel for updates or call the NHVR Contact Centre on?13 64 87.


MDL updated to include ADR80/04 (Euro VI)

The Australian Government has recently introduced a new emissions standard for new heavy vehicles: the Australian Design Rule (ADR) 80/04 which aligns with the European Euro VI standard.

This has resulted in heavier ADR 80/04 heavy vehicles than equivalent ADR 80/03 (Euro V) and earlier models.

The increased mass is due to the required additional advanced emission systems. The HVNL and MDL Regulation have been amended to increase mass limits for ADR 80/04 heavy vehicles.

Queensland Gympie Bypass access notices published

Two new notices have been published (Queensland Class 2 Gympie Bypass Authorisation Notice 2024 (No.1); and Queensland Class 1 and Class 3 Gympie Bypass Notice 2024 (No.1) to provide heavy vehicle operators operating under permits on the Bruce Highway via Gympie (Old Bruce Highway) access to the new Gympie Bypass without the need to apply for a permit route amendment.
