1. Kosovo shares results of solar subsidy scheme

Kosovo's Ministry of Economy has released the results of the first phase of a rebate scheme for the installation of PV systems, which has now closed.

The ministry said that a funding strand aimed at household consumers has received 445 applications, with 29 beneficiaries announced so far, collectively receiving €45,750 ($50,000). The ministry is still verifying the remaining applications.

Meanwhile, a funding strand aimed at small-and medium-sized enterprises has received a total of 67 applications, of which eight beneficiaries have been announced so far, with a financial value of €44,200. The remaining applications are still being processed.

2. ARENA provides funding for Australia's first 'net zero suburb'

The Australian Renewable Energy Agency (ARENA) has allocated AU$5.4 million in funding to create Australia's first 'net zero suburb' in the 2515 postcode of New South Wales.

The Electrify 2515 Community Pilot scheme will incorporate a range of technologies, such as rooftop solar PV, home batteries, water heaters and heat pumps, to create a low-carbon, electrified suburb in Northern Illawarra. The 2515 postcode covers Austinmer, Clifton, Coledale, Scarborough, Thirroul and Wombarra, and will benefit 500 households.

3. Netherlands to scrap net metering, PV sector calls for self-consumption incentives

The Dutch government has announced that it will abolish the country's net metering scheme for residential solar by 2027.

The decision has been forecast for some months and was welcomed today by Holland Solar, the Dutch solar association, which acknowledged that the current scheme is "no longer sustainable".

4. Low prices and legal support saw 'record' 4GW of solar additions in France last year

France installed 4GW of solar PV capacity in 2023, a "record" according to the International Energy Agency's Photovoltaic Power System Programme (IEA PVPS).

The increase, compared with a revised figure of 3.2GW in 2022, was brought about by falling market electricity prices, the massive decline in solar module prices and the introduction of the Law for the Acceleration of Renewable Energies.

5. Report: EU must implement policies to define and support 'nature-inclusive solar'

The EU would benefit from more supportive legislation to encourage the development of PV projects, which are designed to minimise biodiversity damage, according to a new report from SolarPower Europe and the Nature Conservancy.

The report, "Rewarding and incentivising nature-inclusive solar through EU policy" makes a number of recommendations at the EU level to simultaneously encourage the installation of new solar capacity, and mitigate environmental damage. The report begins with a definition of "nature-inclusive solar", which can be described as the construction of PV plants that includes the completion of environmental and biodiversity assessments, the creation of habitats for local biodiversity and continuous site management during the project's lifespan.

6. Germany adds 960 MW of solar in September

Germany installed 960 MW of new PV capacity in September, according to the latest figures from the Federal Network Agency (Bundesnetzagentur). This compares to 906 in August 2024 and 919 MW in September 2023.

In the first nine months of this year, developers connected 11.7 GW of solar to the grid, compared to 10.7 GW in the same period a year earlier.?The country's cumulative installed PV capacity surpassed 94.52 GW at the end of September.

Rooftop PV systems supported by feed-in tariffs or market premiums added 521.6 MW in September, while solar tenders contributed 323 MW of capacity.

7. US DOE finances utility-scale solar PV and BESS in Puerto Rico with US$860 million loan guarantee

The US Department of Energy (DOE) has unveiled a US$861.3 million loan guarantee to finance the buildout of utility-scale solar PV and battery energy storage system (BESS) in Puerto Rico.

The loan guarantee will allow for the development of up to 200MW of solar PV and 285MW/1,140MWh of standalone BESS in Puerto Rico, said US Secretary of Energy, Jennifer M. Granholm. The borrower of the loan guarantee is Clean Flexible Energy, a joint venture between US utility AES Corporation and French energy major TotalEnergies Holdings.

8. US Treasury finalises 45X Advanced Manufacturing tax credit rules

The US Department of the Treasury (DOT) has finalised its rules for the 45X Advanced Manufacturing Production Tax Credit, as part of the US' ongoing efforts to encourage greater domestic production of components and technologies integral to the clean energy transition.

The 45X tax credit aims to incentivise clean energy manufacturing by offering tax credits for companies who base manufacturing facilities in the US, and is a key component of the landmark Inflation Reduction Act (IRA) legislation passed in 2022. Since the passage of the IRA, the US solar sector has received around US$19 billion in private investment, alongside a further US$77 billion in the batteries industry and US$8 billion in the wind sector, and lawmakers are keen for this level of investment to continue.

9. Indonesia surpasses 700MW installed solar PV capacity, but progress is 'inadequate'

Indonesia's Institute for Essential Services Reform (IESR) has noted that the country has passed 700MW of installed solar PV capacity but warns that this progress is "inadequate"?to comply with the global climate target.

A recent report released by the think tank shows that Indonesia's installed solar PV capacity reached 717.71MW in August 2024. Interestingly, the 145MW Cirata floating solar PV project, installed in November 2023, almost tripled on-grid solar PV capacity that year.
