  • In a European Union debate on Wednesday and a vote on Thursday, MEPs are set to pave the way to the introduction of the next generation of EU "own resources", which will come from the Emission Trading System, the Carbon Border Adjustment Mechanism, and from additional taxes on corporate profits. The introduction of new own resources was agreed in a legally binding roadmap in 2020.
  • Today, the?United Nations Environment Programme (UNEP)?and partners will launch the?2023 Production Gap Report, which tracks the misalignment between global levels of fossil fuel production being planned and projected by governments and those consistent with meeting the Paris Agreement’s temperature limit. An?embargoed media briefing?will be held in advance of the launch on 6 November at 9:30–10:30 a.m. EST/ 2:30–3:30 p.m. GMT/ 3:30–4:30 p.m. CET.   • European Parliament will adopt its position on new rules to lower pollutant emissions and set battery durability requirements for passenger cars, vans, buses and trucks.

  • The APEC Economic Leaders’ Summit kicks off this weekend, running November 11–17. This is the climax of the United States’ year as chair of APEC. The week of meetings will bring 21 APEC Economic Leaders, ministers, the private sector, and other stakeholders together to engage on global challenges. These 21 countries account for nearly 40 percent of the global population, nearly 50 percent of global trade.
  • The focus of the first two days are the meetings of senior finance officials from APEC member countries.
  • China's biggest annual shopping blitz ends Saturday. It was originally initiated by Alibaba as a one-day event but now spans three weeks. This year's shopping season has been exceptionally competitive, with a "lowest price" war breaking out among e-commerce platforms.

GLOBAL ECONOMIC PULSE

The upcoming week features several key economic events, including the Reserve Bank of Australia's decision and the ongoing third-quarter earnings reports. Federal Reserve Chair Powell will speak at the IMF Research Conference. Emerging markets (EM) will focus on interest rate decisions from Mexico, Peru, Poland, and Romania, with Poland expected to continue its rate-cutting trend. The Bank of England and the European Central Bank have halted rate hikes due to falling inflation, partly because of a freeze in fuel prices. Minutes from Brazil’s Central Bank will be reviewed after a significant interest rate cut, and October's inflation data will also be released. Additional inflation updates are anticipated from countries like Chile, China, Colombia, Czech Republic, Hungary, Mexico, Peru, Philippines, and Thailand.
