Are we limited to 15K connections?

I am getting close to 15K connections & I had one guy say he was saving his last connections for people he really needed to be connected to. He said once you get to 15K, you can't add any more.
If it is true, how can I disconnect with people who seem to have no interest in me? Thank you for any assistance you can offer.
