Are we learning the lessons?

In 2015 The government and the Environment Agency spent over £12.5M on Temporary Flood Defences (See article below).

My question is:-

Given this amount of investment and the fact that a review was ordered because of the 16,000 properties flooded across the North in December 2014, how were these temporary flood defences deployed during the recent floods up North?

And (part two) will there be an evaluation into how they performed?

Well Kevin - I don't live up north but on the Isle of Wight - last time my property flooded (amongst others downstream) thanks to the brook that runs done one side of my garden no help from the LA, EA or the emergency services and I can't see that changing the next time.
