At Partnerships Incubator, we are thrilled to announce that we are expanding our global, remote team to further drive innovation, collaboration, and growth. Our project serves at the direction and discretion of USAID to diversify and strengthen its partner base, expand its capacity for partnerships, and guide organizations’ work with the Agency.

Our work helps empower local small businesses, nongovernmental organizations, faith-based organizations, minority-serving institutions, diaspora groups, and foundations as stronger implementers of USAID awards. We assist local organizations with compliance and budgeting issues; provide tools, resources, and guidance to address reporting, monitoring and evaluation, and human resource requirements; and support local organizations to reduce organizational pressures associated with administering USAID awards. The results are more capable entities that can function effectively as USAID development partners.

As we embark on our project's fifth and final year, we seek talented individuals passionate about forging strategic partnerships and driving impactful initiatives worldwide.

  • Communications Liaison - requires someone with a solid background in communications, strong familiarity with social media content creation and strategy, deep understanding of USAID priorities and gender issues (strongly preferred, but not required), and robust task management skills. The Communications Liaison will play a significant role in shaping public perception of the organization's gender-related work.
  • NPI - Business Development Consultant will play a crucial role in strengthening the capacity of aspiring USAID partnering organizations in the practice of new business development strategy and implementation. This role requires a dynamic and enthusiastic professional with a proven track record in new business development strategy, process, and implementation in the humanitarian and/or development sector. The ideal candidate should be adept at designing and implementing strategies to build a new business pipeline and advising and mentoring other organizations in business development best practices.
  • NPI - Co-Creation Workshop Design & Facilitation Consultants will play a pivotal role in designing and facilitating pre-award co-creation workshops that ensure a shared vision of how best to coordinate and advance objectives. The consultants will create an agenda, develop workshop materials, and facilitate interactive sessions to encourage creative thinking and problem-solving among workshop participants. The role requires staying informed about the latest co-creation approaches and using this knowledge to contribute to service delivery. This opportunity is perfect for individuals passionate about promoting co-creative approaches, have proven experience in workshop facilitation, and possess excellent communication and interpersonal skills.
  • NPI - Data Analyst/Data Scientist will play a vital role in the analysis of interactions involving local Feed the Future (FtF) partners with local and international implementing partners, the local or regional USAID Mission, and USAID’s Bureau for Resilience, Environment, and Food Security; and in the creation of a blueprint for an Information Resource Platform (IRP) to track capacity-strengthening engagements with local FtF actors. The Consultant will draw key insights from data, create informative decision platforms and visualizations, and develop data collection protocols. Their work will be instrumental in supporting the objective of the Partnerships Incubator to diversify USAID’s partner base.
  • NPI - Diversity and Inclusion Consultant will be pivotal in strengthening and enhancing an organization's diversity and inclusion practices. The Consultant will develop strategies and provide resources to strengthen an organization’s integration and adoption of gender equality and social inclusion concepts across its design systems, processes, programs, and daily operations. The role requires working collaboratively with teams, promoting inclusiveness, monitoring the impact of diversity and inclusion initiatives, and staying updated on the latest trends and best practices. The Consultant may also design and deliver diversity and inclusion training to current and aspiring USAID partners.
  • NPI - Education Consultant for Minority Serving Institutions will provide specialized guidance and expertise to MSIs interested in partnering and engaging more substantially with USAID. The consultant will be crucial in delivering scalable support to a broad spectrum of MSIs to address common, shared barriers to partnership. They will design and produce training programs with learning modules tailored to the needs of selected MSIs that may include proposal and concept paper writing; compliance with USAID regulations; financial reporting of awards; workforce management toward effective program delivery; partnerships and teaming agreements; and monitoring, evaluation, and learning (MEL) during project implementation. The consultant will also collaborate with administrators from MSIs, sharing insights and recommendations with project stakeholders.?
  • NPI - Financial Consultant will support local USAID implementing partners on resources, tutorials, and best practices for financial planning, management, and reporting to meet USAID requirements. They will review partner systems to determine if they comply with USAID standards and make recommendations for organizations to come into or improve compliance. The consultant will advise partners on structuring departments and delegating responsibility within their organizations to ensure alignment with USAID's financial regulations.
  • NPI - International Development Consultant (Executive); NPI - International Development Consultant (Senior); NPI - International Development Consultant (Mid-career) Are you prepared to create a profound impact in international development? As an International Development Consultant?(three levels available) with the Partnerships Incubator, you'll embark on a rewarding journey, assuming a pivotal role in advancing positive social change and sustainable development on a global stage. Become a key driver of our mission to catalyze positive social change and sustainable local development. In this dynamic role, you'll work closely with our diverse team, participating in essential activities crucial to project success as we seek to support potential and current USAID partners.
  • NPI - Monitoring, Evaluation, and Learning Consultant will play a crucial role in strengthening aspiring USAID partnering organizations' capacity in monitoring, evaluation, and learning approaches, frameworks, and implementation. This role requires a dynamic and enthusiastic professional with a proven track record in MEL strategies, approaches, frameworks, organizational infrastructure, and implementation in the humanitarian and/or development sector. The ideal candidate should be adept at designing and implementing MEL organizational and process approaches and frameworks and advising and mentoring other organizations in overall best practices and organization-specific applications.
  • NPI - Organizational Development Consultant is crucial in strengthening an organization’s internal operations to design systems, processes, and a culture that creates agile, sound, and forward-looking organizations. The successful candidate will leverage their experience in organizational development to assess and enhance current processes, identify opportunities for improvement, and implement effective strategies for potential or current USAID partners. This role requires a dynamic professional who can collaborate with teams to streamline workflows, guide best practices, and conduct training activities.
  • NPI - Partnerships Development Consultant supports our work with organizations seeking to establish more substantive partnerships with USAID. This role requires a dynamic and enthusiastic professional with a proven track record in partnership development in the humanitarian and development sector. The ideal candidate should be adept at building and maintaining relationships with diverse stakeholders, assessing partnership opportunities, and ensuring compliance with partnership agreements, particularly with USAID.
  • NPI - Senior USAID A&A Specialist Consultant will be a key liaison between our project teams and USAID. Specifically, they will work closely with the Bureau for Management, Office of Acquisition & Assistance, and its A&A Lab. The specialist will support the Lab in advancing innovative procurement solutions for USAID needs. This role requires a deep understanding of USAID operations, a commitment to project success within the USAID framework, and a results-oriented approach.
  • NPI - Spanish Proofreader/Content Management Consultant is a short-term consulting position to support discrete projects as part of the Partnerships Incubator’s communications work, focused on WorkwithUSAID.org, partner-related communications, and Mission-related language deliverables. The team develops and executes strategies that amplify USAID’s external communications efforts to engage partners, raise awareness of tools and resources on the website, and drive traffic to WorkwithUSAID.org.?
  • NPI - Training Consultant (Executive); NPI - Training Consultant (Senior); NPI - Training Consultant (Mid-career) will play a key role as part of a team to advise on and support the implementation of the most appropriate and viable methodologies and pedagogical approaches to designing and developing a comprehensive training program for recently awarded USAID partners, typically receiving their first award. The program will provide tools and training that transfer the knowledge and skills required to implement a USAID project successfully.
  • NPI - Training Consultant for Minority Serving Institutions will design, develop, and deliver customized training programs for MSIs. They will create engaging and interactive materials and assess the effectiveness of the training programs. They should have a deep understanding of the topics covered in the training and be able to adapt the training to diverse needs and challenges. The consultant will also collaborate with project teams and subject matter experts and ensure that the training aligns with project objectives. Training topics may include proposal and concept paper writing; compliance with USAID regulations; financial reporting of awards; workforce management toward effective program delivery; partnerships and teaming agreements; and/or monitoring, evaluation, and learning (MEL) during project implementation.

Dr. Donna Vincent Roa, Project Director for USAID’s Partnerships Incubator, is an internationally accredited business communicator (ABC) and a certified development project manager (CDPM?). Dr. Roa previously served as Chief of Party for the Securing Water for Food (SWFF) Technical Assistance Facility—a project led by Kaizen, a Tetra Tech Company—where she catalyzed social impact entrepreneurship with 40 water-ag innovators operating in 35 countries.?

Before joining Tetra Tech, Dr. Roa was a management and global branding consultant for the United Nations, World Bank, and other international organizations; the Environmental Protection Agency’s Public Affairs Director and Director of Science Communication; and a social scientist at the U.S. Information Agency.?

Globally recognized as a champion for innovation, water, sustainability, and the environment, Dr. Roa, who is also a voiceover artist, holds a doctorate in international communication from the University of Southern Mississippi and has written numerous industry articles, over 98 LinkedIn articles, and authored four books, including?The Value of Water: A Compendium of Essays by Smart CEOs, and?Five Knocks, a contemporary social issue novel focusing on China’s One Child Policy.
