"We have reached a deal on energy"

We have reached an agreement on energy. For the past few months and weeks, we have worked hard, exchanged views and made progress on this issue. The Prague meeting was an important steppingstone to this formal European Council. Over the last few days, taking the Commission's proposals and the additional measures which have been proposed as a starting point, we have worked to bring the different points of view closer together. I would like to sum up the outlines of this very important energy agreement reached a few moments ago.
First, there is a strong and unanimous commitment – the written conclusions are very clear – to act together, as Europeans, to reach three goals: lower prices, or have prices lowered, guarantee security of supply and continue to work to reduce demand. There is, as you have seen, agreement on a package of measures – some were proposed by the Commission and others are additional measures – which forms a framework for the work to be undertaken as a matter of urgency by the Commission and the Council of the European Union, i.e. the energy ministers, to ensure that the measures have the desired effect.
The third point I would like to stress is that around the European Council table we have what I would call a mutual trust clause. That is the commitment to task our energy ministers to work tirelessly and faithfully to ensure the broadest possible support for implementation of the various measures that have proved necessary.

Then there is a fourth point I would like to highlight, namely the mobilisation of all resources, at national level as well as from the European Union, to ensure that we can support the necessary investments [some of which are already] on the table, and all measures as a whole so that we can work to protect the internal market. We know that the internal market is undoubtedly a key asset in this European endeavour. It is a powerful driving force for prosperity, development, protecting European citizens and ensuring social cohesion.
We know that the energy crisis poses a threat to the internal market. This determination to work and act together to protect and consolidate the internal market and to ensure maximum coordination between initiatives from the Commission, Council and Union was also confirmed in the final conclusions. This is a very brief summary of the main elements.
This has been a crucial European Council.
It is crucial in that it has produced a framework which has now been set out with precision and no taboos, together with a list of measures which must now be fine-tuned ready, we hope, for gradual implementation so that it can have the desired impact on the three priorities: to lower prices, guarantee access to supply, and continue to work to reduce demand. We are determined to achieve all three.

2 年An outstanding choice of 'cliche' wording with no exact meaning behind... A simple question on how the energy prices paid by population will be reduced and by when remains unanswered:( My two high educations do not help to understand what exactly is the plan from the EU... am I alone in this?
