The DoD USSOCOM released a modification on February 19, 2025 stating the point of contacts have been updated. The industry day previously anticipated to be in March 2025 has been cancelled as of now with an announcement to monitor?SAM.gov?for updates on the new date. The Draft RFP for this $3.2B Small Business Set-Aside IDIQ is anticipated to be released prior to the industry day. A tentative date of May 2025 has been set for the final RFP to be released. Department of Treasury, IRS Customer Integration Gateway:?The Department of Treasury has released a need for a continuing requirement for the IRS Customer Integration Gateway, formerly known as Integrated Enterprise Portals IEP 2.   2. Department of the Army, CCOE Cybersecurity Training Support: The US Army Training and Doctrine Command has a need for training/curriculum development, instructional support, and logistical support.   3. Department of Commerce, Strategic Sourcing Initiative Operational and Program Support Services The Office of the Secretary previously released an RFI July 3, 2024 with responses collected July 22, 2024. The OS has a need for staff augmentation to support the enterprise Services and Department Office in human resources, program management, administrative support, financial support, security services, and additional support. The $151M multiple award IDIQ is anticipated to be released at the end of February 2025. Continue to monitor?SAM.gov?for RFP release.?

Department of Treasury, IRS Office of the Chief Information Office (CIO) Product Management Support The Contracting Office released a Sources Sought with a Draft Statement of Objectives on February 11, 2025. Ensuring Proposal Success with Third-Party Reviews

In the competitive world of proposals, detailed pricing data (Fringe, Overhead, General & Administrative (G&A), and fee/profit) is often required from both prime contractors and their subcontractors or team members. This sensitive information can be submitted directly to the prime contractor or, due to its proprietary nature, sent in sealed packages directly to the end client.?

When subcontractors choose the latter, prime contractors may request an independent third-party review of these sealed packages. This review not only protects the proprietary data of subcontractors but also ensures compliance, identifies potential issues, and allows the prime contractor to address any problems before submission. This proactive approach helps prevent team disqualification and increases the chances of a successful bid.?

Typically, a third-party consultant is hired specifically to review all sealed packages, with stringent security controls in place to protect all proposal data. While subcontractors could send their detailed data directly to the prime contractor, this approach carries risks—today's team member could be tomorrow's competitor.

Opportunity Qualification: Ensuring Success in Capture Management

Identifying a new opportunity is an exhilarating moment for any Capture or Business Development professional. However, conducting a thorough and honest assessment of the opportunity, your organization, and the competitive landscape is crucial to determine if the opportunity is both real and attainable. Too often, companies make bid and resourcing decisions without fully qualifying an opportunity. As a Capture Manager, it is your responsibility to ensure a diligent and honest assessment is conducted, enabling stakeholders to make well-informed bid and resourcing decisions. Here are some critical factors to consider:?

  • Solution Fit: Does your organization have a solution for the customer’s problem set??
  • Past Performance: Does your organization have multiple recent, relevant, and highly evaluated past performance references for the type of work you are pursuing??
  • Past Performance References: If any of your past performance references are not in the Contractor Performance Assessment Reporting System, will the contracting office allow for Past Performance Questionnaires, and will your reference POC(s) complete one??
  • Customer Relationship: Is your organization known by the customer? Does the customer have a positive perception of your organization??
  • Value Proposition: What is your company’s value proposition to the customer??
  • Competitive Analysis: Do you know who your top three competitors are, their likely solutions, what past performance they bring to the table, and the price points they will come in at??
  • Price to Win: Is the Price to Win executable for your organization??
  • Bid Resources: What bid resources will you need (SMEs, Solution Architects, Tech writers, etc.)??
  • Teaming Needs: Will you need teammates to perform any portion of the work? If so, have they been identified and entered into a Teaming Agreement (TA) with your organization??
  • Funding Status: Has the customer secured funding for the new opportunity, or is it at risk of not being funded??

While these may not be all the factors needed for your organization to make a bid/no-bid decision, obtaining answers to these questions will provide a clear understanding of your position relative to the opportunity. As the Capture Manager, you should provide the pursuit strategy recommendation (prime, sub, no-bid) and the resourcing requirements needed to continue pursuit of the opportunity.
