A Violation of right or a mere practice going on from a long time?

A group of foreign graduates have moved the Supreme Court against the no stipend policy during their internships at medical school in Rajasthan as well as several hospitals in Delhi as well. They have further argued that the non-payment of the stipend is a violation of the fundamental rights of these doctors and that this practice indicates discrimination between them and the students graduated from India. The case has come to a bench of two Justices, BR Gavai and KV Viswanathan.
