Dear Friends, this 3rd book of mine was published & released in 01st week of May 2024 that has brought out what all transformational changes took place in Bharat in last one decade under the dynamic leadership of Narendra Modi that is going to propel nation to become a fully developed nation by 2047 and the recommendations made by me at Chapter-62 of this book are brought here as an article:

Conclusion: (The recommendations made towards making A Viksit bharat@2047)
Before I conclude an outcome of this book of mine in the form of my recommendations towards how Bharat could reach becoming “A Viksit Bharat@2047”, I shall submit certain guidelines what all has already been laid down by the Hon’ble Prime Minister towards the same.
In his ninth consecutive speech from the ramparts of Red Fort, Hon’ble PM, Sh. Narendra Modi Ji said it was a historic day for India and the completion of 75 years of Independence was a time to step towards a new direction with new resolve. He said we should focus on the five resolves –
1. A resolve of developed India;
2. Removing any trace of the colonial mindset;
3. Taking pride in our legacy;
4. Our strength of unity;
5. Fulfilling the duties of citizens with honesty,
The Hon’ble PM termed “Pancha Pran” (five resolves) to ensure a developed India in the next 25 years, i.e. in 2047. In this context it is necessary that the youth of the country understand the context, content and the spirit of the Hon’ble Prime Minister’s message.

One Earth-One Family-One Future (Vasudeva Kutumba am)-A Message for Global Leaders at G20 Presidency
The Road map of my projections towards the GDP of the nation shall be that Bharat becomes a $5 trillion economy by FY 2025-26, 3rd largest economy by FY 2027-28 at $6.9 trillion, $ 10 Trillion by FY 2030-31, a $20 trillion by FY 2038-39 and $38-$42 trillion by 2047 and No. 1 Economy by 2075 at $68-$72 trillion.
The above are the cardinal guidelines and the base that to be followed along with following the Constitution of Bharat as pivot and bringing the changes as needed, the strength of Unity of Bharat, the Vibrant Diversity of Bharat, the mission towards Prosperity of Bharat & its people, the Security & Safety of Bharat, promise for regaining & reclaiming of its lost & donated territories, removing corruption completely, eradication of poverty, A Food & Energy Secure Bharat, A Bright Future for Youth, Women, Kisan & Poor and bringing remaining poor to the neo-middle class in next 05 years itself, A mighty Bhartiya Defence Forces for a Secure Bharat befitting its growing economic might, A pragmatic foreign policy for playing a decisive role in geopolitics, the well-being & security of Bhartiya on this earth and a mission towards “A Self-Reliant & Viksit Bharat” shall be the pillars of governance model during 3rd term & onwards till 2047 and the following promises needs to be fulfilled and aspirations met:
1.The topmost priority shall be accorded to wipe out corruption at all levels by amending concerned laws in dealing with it by bringing in, a provision that verdict is given within a year at each court as being done in “MP & MLA Courts”. It shall be applicable to the NPA cases as well under IBC and the cases running at NCLT & NCALT and also the cases at DRTs. Number of Judges shall be increased either through a direct selection from the panel of best lawyers at various courts or through a UPSC selection procedure in-order to accomplish this task at the earliest as Digital Infrastructure has already been created in Courts Pan India. The written off money against some NPA accounts is being recovered consistently and the related cases of money laundering by the corporates, or rotation of money through shell companies or any economic fraud or crime also must be dealt by a provision of verdict within a year according top most priority carrying out the dedicated day & night investigations & then filing a charge sheet within 03 months and then giving the verdict within year. May be IBC cases could be given an extension up to 02 years duration initially as the cases to be decided those are in process as of now.
Note: If the cases against corrupt political leaders, IAS/IPS/Any Government Employees and specially of the officials at Tehsil Level & at Municipality is not dealt by enacting a Law parallel to the MP/MLA Courts with a provision of verdict within a year at FTCs (Fast Track Courts), it shall have an extreme adverse impact on Youth (Demographic Dividend) those are establishing Startups, turning in to new age entrepreneurs acquiring new age skills and working with a sole resolve now to take India to a Viksit Bharat by 2047 positively as per the mission of Hon’ble PM and their aspirations now are soaring all time high as performance witnessed by them during last 10 years.?The example needs to be set now or never as it is an inflection point to wipe out corruption from India completely as it is a Planck or Base Point to march towards a Viksit Bharat. With out this Bharat cannot unleash its full potential in this pursuit in spite making all the efforts at its disposal.??
2.The UCC having a component of Population Control, Bill and also the NRC shall be passed within 90 days of forming the government. The One Nation One Poll (ONOP) shall be taken up so that by 2029 all the elections are synchronized & held with this reform & in this format. The UCC, first must be implemented by all the BJP ruled states within a month as done in UK and then in whole of India later as to adopt the best practices.
3.A post of the Chief Technology Officer (CTO) in each district may be created & appointed who will carry out Technology Related Missions associated with the adoption of emerging technologies that country is going to propagate and they report to a Head of State or a UT known as DG-Technology Mission (TM) and the hierarchy of reporting to be made of CTOs to him through 02 DDG-Technology Mission known as DDG-TM-Research & Innovation and other one as DDG-TM-Ongoing Projects (OP). This cadre shall report to a MoS -Technology Transition (TT) newly created & reporting to the PM at PMO directly. The CTOs shall not report to the IAS / DMs as they shall be the coordinators to ensure implementation of all the Technology Missions and this cadre shall be comprised of professionals available as the best globally in the same pay scales as of IAS cadre with equal perks & facilities. The UGC shall carry out the selection in a written exam and interview by a selection panel. The Technology Transition shall have a max of 10 advisors up to an age of 75 years as domain experts under MoS-TT to propagate this Technology Mission of India to make Bharat a Viksit Bharat by 2047. The Skill Development in each district must be followed with technology implementation mission so that it could translate at village level and there remains no shortage of skilled manpower in technology adoption & implementation under this mission to make all the villages as Smart Village. This shall boost job creation hugely in these areas. This shall support MSME & FPOs in a big way that are going to be the growth engines in these untapped areas where 60% population of India resides. It shall propel India to be a $38 - $42 trillion economy by 2047 and No.1 economy by 2075 touching a GDP of $68-$72 trillion. The demand & supply in this untapped space has a huge potential or I must say the greatest potential to push Growth Engine of Bharat at Bullet train Speed that shall be so different from any growth history ever before in IR 1.0, IR 2.0 & IR 3.0. It shall push Bharat to have growth in double digits for many years.
4.A capital allocation of additional funds of Rs.1.0 lakh crore towards defence capital budget in FY 2024-25 itself shall be made and then followed in each FY so that most crucial outstanding requirements of Indian Defence Forces (IDFs) in all the 03 wings are met within the shortest period & at the earliest in order to enhance killer & attack capabilities of IDFs instantly. India needs to enhance its Armed Forces capabilities at least to double with an induction of potent indigenously designed & produced / manufactured future warfare weapon platforms, systems, missiles, and other force multiplier technologies by 2035 in order to support & matching its growing economic might. So, this increased capital outlays shall be an ongoing pursuit till this aim is achieved.
5.The GST is reduced on Hybrid Cars to 10 % and 07 % on Tractors up to 75 HP with immediate effect as loss to GST by this shall be compensated by a net reduction in Fossil Fuel Imports. It shall be a biggest boost to the Green Energy Transition (GET).
6.The Roof Top Installed Solar Panel Scheme must not be limited to 01 Cr but to 05 Cr families but with a clear message that procurement of only indigenously manufactured panels is to be installed and such panels & associated equipment’s must have a maintenance guarantee for 05 years as a must from the manufacturer. So, Vocal for Local needs to be followed in this campaign without fail and the basis to claim subsidy.
7. A clear outlay with target dates for developing the Mix Band of Energy Basket towards Green Energy Transition (GET) for the nation defining H2, Solar, Wind, Hybrid Solar & Wind, Nuclear including Thorium fuel operated reactors & SMRs, Hydro, Bio-Fuel / Energy, Fuel-Cells, CNG/Bio-CNG & PNG, Battery Storage, Geo-Thermal spread up to 2047 with funds requirement & the allocations made against each with the target dates in 04 phases and for each category the expected time line spelt out so that they are met without any delay. I had been suggesting and again I shall mention that SMR (the Small & Modular Reactors) technology from 05 MWe to 20 MWe range must be developed & perfected in stacks / modules by the BARC, Mumbai & they must be able to be transported to any place. The SMRs from 20 MWe to 300 MWe be developed by Private Players (Adani, Ambani, Mahindra, L&T, Tata or any other etc) on PPP basis along with NPCIL and Oil India Ltd, NTPC & IGL etc must support this initiative with funds and play a crucial role in Green Energy Transition of India. The NTPC along with NPCIL has formed ASVNL (Anu Shakti Vidyut Nigam Ltd) for the construction & building 2800 MWe (04 reactors of 700 MWe each of PHWRs type) at Rajasthan and 1400 MWe (02 reactors of 700 MWe PHWRs) at Madhya Pradesh is a way forward to steer Nuclear Energy buildup in the country. The Hybrid options shall be considered as Green H2 could be produced only if it is done with the help of the Nuclear Energy or from renewables (Another source of green energy). India shall complete its Green Energy Transition (GET) by 2047.The ONGC efforts for harnessing Geo-thermal energy in Ladakh region is also a great effort in GET of India as it could be used for electricity generation, irrigation and heating.
8. The fund of Rs.1.0 lakh allocated for Research & Innovation in this year budget could be enhanced if the quality proposals are received from the credible institutions towards technologies such as AI, ML, Quantum Computing, Block Chain, Cyber Security & Data Protection, Setting up of Data Centres & GPUs and GCCs, Nano-Electronics, 6G adoption, Semiconductors, Batteries Storage, Air Independent Propulsion(AIPs), Space, Robotics, related to Future Warfare at DRDO, UAVs/Drones including underwaters, SMRs(Small & Modular Reactors) & FBTRs with Thorium, Vaccines production or any other frontier areas or emerging technologies for the future, so, that Bharat become a world leader in IR 4.0 propagation and remains in this century. All the technology missions and NRF mandate shall be taken to a pedestal that delivers the best and facilitate the Research & Innovation to make Bharat as a Self-Reliant nation at the earliest and a fully developed nation by 2047. In order to speed up Technology Adoption & Development could be made under a MoS reporting to the PM as mentioned above. India has to pay utmost attention that it pursues this initiative according one of the top most priority as it shall be significant to exploit full advantages & opportunities in IR 4.0 so that IR 4.0 belong to India. The skilling in each emerging technology must be imparted so that India leads globally. The GoI has already allocated Rs.10,500/- crores for India AI Mission and there is a plan to establish 10,000 GPUs in next 02 years is indeed an ambitious scheme. Similarly, in India Quantum Computing Mission having Computers & PCs with QPUs & GPUs, Chips Design, Fabrication/Manufacturing & Packaging, Robotics, Drones & UAVs including submerged ones, Nano-Electronics Manufacturing, New Material Research, Fusion, SMRs, FBTRs, QAI and Data Centres must be accorded a top most priority. The MNCs are having ambitious plans to establish their Global Capacity Centres (GCCs) in India and this must be encouraged making sure the protection of personal data and taking care of cyber security issues. The patient listing must be accorded top most priority and nearly 1000 to 5000 people in phases must be trained / skilled in this highly skilled area as India must stand among first five nations in Global Innovation Index. It is very heartening that India patient authority has listed nearly 1,07,650 patients in last 01 year and it shall increase in times days with YoY increase. This momentum shall keep India among first 05 nations speer heading innovation in IR 4.0.
9.The Party Donations shall be permitted only through digital route only as to make it completely transparent & accountable.
10.A change in Peoples Representation Act in order to as no vacancy in any political party to the people who have criminal records and involved in any scam, fraud, bank fraud or in economic frauds and awarded with a punishment of an imprisonment of 01 month or more, so, it become a torch bearer to start Ram Rajya as it shall go a long way to create positive impression on Youth that are our DD and the future asset and talent for making the nation a ViksIt Bharat.
11.The Reduction in security coverage to the VIPs & Political Leaders so the expenses to this gets reduced to the half of present. So, a complete blow to VIP Culture for ever gets completed at the earliest.
12. MPs & MLAs to get only with 01 pension in each category, so, a person could get a maximum of 02 pensions if he is elected in both the category or in one twice but at different times / election and not in by-election. The condition shall be that an MLA or MP must serve a minimum of 05 years respectively in each to get 01 pension and 10 years either in 01 category or in two categories separately or in 01 for two terms. It must be Applicable for the post of President, VP, Governors, LGs also or for any other cadre as to earn this pension if they were elected either MLA or a MP before taking over these posts. So max two pensions at full rate but not more than that. It is pertinent to mention that a minimum of 20 years of service is needed to earn a pension in Indian Defence Forces (IDFs).
13. All the courts to overcome pendency within 05 years by 2029 without fail or delay, so, the needed Judicial Reforms, accountability and the needed resources allocation shall be done.?It shall be paid one of the top most priorities.
14. The Police Reforms and the Citizen’s Charter shall be brought so that the responsibilities of the police working for the society most efficiently & honestly and of Citizens for their duties towards nation shall be defined. The police need to be made more effective by providing them certain facilities.
15. Each property to be linked with Aadhar and a Digital National Register (DNR) or Record of it shall be maintained of all the properties and the encroachment of government land shall get over within a year by taking back such lands even from the Wakf Board also with a provision of a law to be enacted in the Parliament. This initiative shall boost benami assets disclosures in a big way and the black money shall also be unearthed that is the base to the benami properties.
16. The Narco Brain Mapping Test shall me made a must in all the cases so that number of cases come down at courts as the lying could be made a crime as it shall bring down the registration of false cases in courts to a great extent. The forensic labs must be established in each district court, in each HC and one at SC.
17. The Bharat Territories shall be taken over back from China, Pakistan (Pok) or that are donated to Myanmar & Sri Lanka at suitable occasions, so, it shall be declared and listed as to be taken back in the Parliament as a resolve.
18. The Armed Forces Tribunals (AFTs) must be accorded a top priority and resourced with adequate funds, increase in number of judges and the registrars & staff so that the verdict in each case is given within a year and remain no pendency as most of the Veterans are involved in it and only the people under extreme distress are reaching to AFTs for a Justice at the earliest. At present, the AFT at Delhi is overburdened and pendency is running over 05 years and many veterans ??have died waiting for a justice. It is most unfortunate. Many have turned 65 years and above, so, they are looking for a justice at the earliest.
19. Income Tax Net (ITN) to Advocates, Doctors, Law Firms, Cas, Auditors, Consultants, Lawyers and other professionals must be brought in under Income Tax Bracket with the judicious probes as they deal with cash. The farmers having land more than 25 acres must also be brought under Income Tax Net (ITN). The Direct Taxes collection ambit has to increase by keeping a vigil on such professionals that are evading filing of correct taxes so far. In my opinion the direct taxes must increase by 50 % by FY 2025-26 and 150% by 2030.The GST collection has shown an increase of about 17% YoY and it has to maintain the same percentage if suitable reforms and AI tools are used. By having an increase in tax collections, the government shall keep spending in creation of resilient physical infrastructure, calibrated launch of more social schemes for the needy and in enhancing defence fighting capabilities and making India a Global Manufacturing hub, an automobile hub, a semiconductor hub, a pharma hub, a technology implementation & AI hub, a vaccine development hub and it shall provide nearly 40% skill hands / working youth for the world by 2047-50. It is way forward to make India a $ 40 trillion plus economy by 2047 and No.1 economy by 2070-75. More funds or budget allocation shall be made towards health & well-being (Ease of Living), education and for the research & innovation and in technology adoption. The direct taxes have potential to be the triple by 2030 and the GST shall be double by the same time.
20. The Digital Currency shall be there by 2026 after trials and by that time Rs.200 & Rs.500 notes shall be withdrawn by the end of 2025 and any payment more than Rs.5000/- must be made through a digital payment only.
21.The Small & Marginal Farmers having land up to 06 acres must get free electricity & water and their wards (maximum two) must get free education till 12th standard and up to post graduation at 50% fee. They also get more subsidy fixed at Rs.1.0 lakh from the centre along with existing State subsidy under this Roof Top Solar Panel Yozna. The forming of FPOs for S&M farmers must be facilitated by the state governments and at least Rs.25,000 be allocated for forming such a FPO from the centre or by the state. The Vocal for Local must be the guiding policy for Solar Power installations. The kisan bills must be brought back having extensive discussions held with farmers of all the states & UTs representing that are growing all crops. A farmer’s fund of 5.0 lakh crores in next 05 years to be created and to be invested in share market to create a corpus as AUM to support Kisan oriented schemes in times ahead.
22. The RBI must bring all the NBFCs to lend home loans up to 50 lakhs with an interest of not more than 1.5 % of the prevailing rate of interest at PSBs on home loans at a given time as they (NBFCs) are sucking consumers as charging much higher interest rates as per their whim & fancy along with additional penalties imposed and it must be implemented from the retro effect of last 10 years since 2014 onwards as companies, the NBFCs undergone resolution under IBC were charging huge interest rates before they were taken over by another NBFC under IBC and they must not be allowed to take action against consumers under SURFESAI Act but the cases at Consumer Courts only at a place where either the consumer is staying or where his / her home / house exist on which he / she has taken the loan. By these 10 crores consumers shall be benefited immensely. (DHFL was doing it and charging huge interest rate on home loans to the consumers in a big way from 2011 onwards till Sept 2021 as it was doing fraud with PSBs & Cooperative Banks in a big way on one hand and on the other sucking consumers charging very high interest rate on home loans and finally it was taken over by PCHFL at 54 % haircut. It is also pertinent to mention that PCHFL took over DHFL with a huge haircut and the shareholders of DHFL were assured only 46 % on their investments / shareholding by the PCHFL when merger / acquisition of DHFL took place with the PCHFL in Sept 2021. Also, as PCHFL got DHFL with 54% haircut, and it was borne by the PSBs then PCHFL must give that huge gain / advantage to the existing DHFL consumers of Home Loans from last 10 years i.e. from 2014 onwards by reducing their interest rates at least by 25-30 % if not 46 % as hair cut was borne by the PSBs as loss to the Nation rather loss to the Tax Payers (the consumers).So, the SURFASI Act & DRT Act needs to be relooked at the earliest. There must be a provision to compensate the Consumers those have taken loan from DHFL initially and now with PCHF from 2010-11 onwards till now so that they are not charged more than 9.5 % PA interest on housing loans and it must be made by either by the Ministry of Finance order or by an RBI order. SURFESAI Act must not be used against consumers of this period. Not only consumers of DHFL be compensated with reduction of interest but also nearly 14,500 of PAYPEE Group those have paid nearly rupees 12,500 crores to various Jaypee group of companies involved in Real estate and received such a large amount from the consumers. It is a surprise that why the insolvency is delayed against Jaypee group and why JAL or any other Jaypee Group companies are allowed to sell a track of lands to M/s Gour & Sons and to M/s Godrej for setting up of residential areas in Jaypee Greens at Greater Noida. The money should have gone to the construction of houses of such large number of consumers those have paid money to Jaypee group companies involved in real estate (housing projects). So, the home loan consumers of DHFL & Jaypee Group needs a reduction of interest by 30% to 40% as both the groups are paying the loans to the banks (creditors) at a huge haircut which is tax payers’ money only. I recommend that such provision must be made under IBC that all the NBFCs in Home Loan Business and real estate companies being resolved under IBC must compensate Home Loans Consumers & Home Buyers with a reasonable reduction in interest rate. ????
So, this change shall benefit 10 crores of NBFC’s consumers across the nation with a big relief.
23. As mega storage for food grain scheme is already announced by the Hon’ble PM so an MSP scheme shall be announced shortly within 03 months after forming the government having detailed discussions with the farmers for a change / rotation of crops as announced / suggested by the government. The 03 Kisan Bills in modified form as suggestions given by the Farmers shall be brought in for them. The Sugar Cane growers must be given a higher price at least Rs.400 per quintal from the next season but announced now itself as ethanol is produced by all the sugar factories.
24. As it is a proven fact that all the PSUs under a change in leadership since 2014 and the governance model adopted have done extremely well in last 10 years, so, the existing PSUs rather new ones to be established in Indigenous Defence Manufacturing including the semiconductors manufacturing and shall be supported in a big way in order to reduce time in the implementation to the final product/weapons system outcomes so in entire time frame of Project Management. So, support to the manufacturing of 10 Nuclear Submarines and 10 Conventional Submarines with AIP (Air Independent Propulsion) must be announced and be completed at war scale by 2035-40. Also, the announcement of 3rd Aircraft Carrier of 65000-70000 tonnes fitted with Twin Nuclear reactors of 200 MWE each be manufactured as Force Multiplier by 2035.The 05th generation Tejas Mk-2A must be announced for at least 300 in numbers to be produced by 2035.The Same way Air Defence Systems and the deployment of Indigenous missiles and AI driven Robotics Warfare along with indigenous Artillery weapons/systems/platforms must also be enhanced & inducted in order to have a robust front in order to fight at 2 & half fronts. So, India achieves 100 % self-reliance in Indigenous Defence Manufacturing with Make in India component where Transfer of Technology is involved.
25. The nation shall be the 3rd largest economy in the world during 3rd term of Narendra Modi and further the growth & GDP shall be taken to a double-digit YoY as taking many crucial decisions to scale up reforms as needed in all sectors, transformations in shortest possible time in order to further strengthening macro & micro parameters of the economy and by exploiting internal demand & supply in untapped areas where 60% population resides. They (the people in rural areas) are having aspirations to ride on a development pursuit so that a progress is made 10X to 15 X by 2047 in GDP & Per Capita Income in rural areas of India. It is going to be the growth engine that shall facilitate India rule IR 4.0 in terms of technology implementation & adoption, health, education, skilling, entrepreneurship, Agri-tech & FPOs, turning villages in to Smart Villages and self-reliant production & business centres.
26. The defence exports shall be taken to Rs.35,000/- crores in FY 2024-25 and certainly 01 lakh crores by FY 2028-29 and touching 05-07 lakh crores by FY 2035-36. India is at its inflection point where Indigenous Manufacturing could be turned in to a self-reliance in terms of weapons requirements for Indian Defence Forces with cutting edge developed technologies flowing out of DRDO and other research facilities.
27.The Anti-National Activities shall be dealt with the severest & stringent laws on the subject and also all the Naxal Activities, drugs, human trafficking, conversions, smuggling, crimes against women & children and intrusions etc shall be dealt strictly at FTCs.
28. IBC shall be further refined to deal with NPAs & the resolution to be over within a shortest period of 02 years and the forensic audits of the credits that are extended to the corporates from the banks (PSBs) shall be exercised as a must in order to bring down the corporate frauds, economic frauds and the bank frauds. The PSBs must be equipped & empowered by the GoI to issue look out notices in time to the fraudsters with no loss of time so that such people are not able to leave country to evade their arrest to face the law of the land. The IBC review shall be under taken at the earliest to speedup resolutions. May be the strength of NCLT increased and regulating of RPs shall also bring home an improvement in functionaing.
29.The duplication of products especially of food products & lifesaving drugs shall be dealt with non-bailable clauses to be brought in applicable laws. The reduction in the consumption of junk food by the youth shall be dealt with a new scheme as it is a big concern as children are consuming such junk foods at schools, colleges and universities and developing lifestyle disease that affect their productivity. Many foreign FMCGs companies rather almost all of them and even the Indian ones are duping the people of India with their products that are not good for consumption and it is well known fact to all of us, still we consume them. These multinationals are dumping lifestyle products that are making children & youth of India severely affected with many growing diseases. The regulators are not doing their job and also the licensing agencies as needed. So, it shall be accorded top priority.? Similarly, the drug mafia / pharma mafia shall be brought under the ambit of regulators with strict provisions. As many drugs are having a very high cost that are prescribed by the Private Hospitals & Doctors on the roll of these big pharma companies. Each private hospital has their own medical stores and their prescribed medicines are sold there. So, it is a big mafia.
One can make out that a tomato sauce bottle does not have fresh tomatoes as shown or advertised on its bottles. Similarly, the Juices are not the real fresh juices but advertised as if it is fresh one. There are many products such as energy drinks that are having caffeine that is dangerous to the health. The milk powders are not safe for the children. So, these FMCGs are pouring such unhealthy products day & night for the consumption of Indian people on 24x7x365 basis and it is indeed a big threat to the children & youth of the nation. It is indeed a big risk to the national productivity and one of the biggest challenges to handle. The big celebrities are endorsing such products with no responsibilities for the nation & its youth. Revamping of famous temples shall be undertaken in a big way and at least 100 such sites along with 100 others tourists’ sites shall be propagated / advertised globally with a targeted Tourist Attraction Scheme (Discovery of India -An Incredible & Devine Experience) as going to be launched by providing the best of the facilities as available globally to the tourists. Also, the tourism policy must be made very effective, vibrant & simple and to be promoted through Indian embassies in all the nations as people are now keen to see a changed India. The tourism sector shall be given a boost as it has a huge potential to contribute to the Indian GDP up to 04-06 % by 2035 as people are getting interested to see a rapid transformation that has taken place in India in last 10 years. It is an amazing story to be told to the people ( the global fraternity) via spiritual tourism as such routes are having now world class connectivity.

The National Data Centre (NDC) comprised of GPUs for the collection of data in real time for ensuring Situational Awareness of all the projects underway or during implementation and also for the monitoring of all the social schemes. The entire data that is being collected by all the ministries or needed through any means shall be digitally available in real time and such a computational speed, data & cyber security provisions with the help of AI, ML, Quantum Computing and Quantum AI shall be put in place. It shall have all the data of skilling of DD, Farmers sowing all the crops along with cultivation land, production, etc with consumption of chemicals & manures. It is from a point of view that now there must not be a delay in any project or scheme implementation so ensuring optimum utilisation of national resources. The NDC shall even be facilitated with Quantum Computing as the technology is going to be available shortly.?The Data is the currency of present & shall remain in future in this century so India has to keep ruling in data utilisation & analysis towards growth & productivity. The delayed projects have seen an increase in outlay by about 05 lakh crores and with fresh approvals also it stands at nearly 03 lakh crores. So, it is a huge money that needs to saved now onwards and to be used for productive purposes.
32. An audit of all the government implemented schemes in last 10 years shall be carried out not through big 04 auditors or by such bunch of auditors but by a set of professionals selected within the government & taking from the defence veterans of such expertise with onus of ultimate responsibility defined so that to deliver as needed in a stipulated time frame. The accountability of funds must be ensured up to the village level with 100% transparency & accountability as corruption exist there also at grass route level. So, a group of such 1000-5000 auditors must be inducted in order to speed up next level transformations in each sector ensuring no wastages of resources.
33. A scheme shall be launched to ensure One Nation One Syllabus (ONOS) shortly till 10+2 so that all the students passing 10+2 have the same standard on passing out and for the further opportunities including having the same set of books. It shall have a control on Book Publishing Mafia, Private School Mafia & The Tuition Mafia and the education to the needy shall also be made free up to 10+2.A National Academic Bank of Credit to students shall be setup in order to stream lines education loans to match youth aspirations.
34. The Ayushman Bharat scheme shall be extended to all the poor and up to an Income Bracket of Lower Middle Class. And also, to the senior citizens. Some calibrated insurance schemes towards accidents and death benefits shall be enlarged & extended to the needy at last mile up to the neo-middle class.
35. A special scheme to take care of Senior Citizens ensuring them a dignity of life shall be launched and also increasing age for loan provisions from the bank till the age of 75 years with some reduction in the interest rate in home loans shall be brought in. The income tax exemption beyond 70 years to all. The Income tax exemption to the defence veterans shall be given under a new scheme at the age of 65 years onwards along with increasing the limit of no tax up to Rs.10 lakh per annum.?
36. The Disaster Management (DM) guidelines shall be extended to all the companies involved in constructing houses or residential colonies and even for the personal houses in order to face catastrophe of earthquake taking example from Taiwan & Japan the way they have hardened their buildings. The NDRF capabilities must be build up to fight Radiation Emergency Situations. The Disaster Management (DM) must develop capabilities of the nation to fight against the effects of EMP that could be generated by an explosion of 01 kw nuclear weapon at 01 km height in atmosphere over centre point of India. India must prepare a DM policy as contingent plan to protect Global Supply Chains or a Disaster in other nation that develop a supply chain constraint to India Manufacturing or EXIM Trade or Maritime Trade must be brought out according top most priority. These ponds must have a plan of rain water harvesting so that water around the village could be directed there in to the ponds in order to take care of water tables around the villages where agriculture is taking place by tube wells as water tables are becoming deeper & deeper each year.

40. The children and students from class 1 to class 12 shall be introduced revised chapters on history and past glory of India with the present developments so that they develop a nationalist attitude and a holistic personality to lead an honest, ethical, healthy and progressive lifestyle full of positivity & happiness so that contributing in national productivity & growth most effectively being the confident citizens with desired EQ.
48. One Nation One Education (ONOE) so the education of children of parent’s income up to 10 lakhs in a year must be made free till 12th standard besides following the same syllabus.
49. Under NRF a regulator may be formed to ensure that all the private colleges and universities have a focus on research so that they are able to contribute what is expected out of them as maximum of them are just making money as of now. The employability of private colleges & universities has to improve in next 05 years to be under 10 ranking globally. The research projects must be provided by the DST, CSIR, UGC, DAE, DRDO etc or by any other research agency to such private universities that fucus of frontier research and fundamental research both.
50. The standard of services from the government towards Education (from school to the university) & Health (Hospitals) has to be improved with utmost focus as to rise to the world class in next 05 years as it has gone down in comparison to the private ones drastically and the private ones are minting money like as never before, so, there needs to be a check through some effective regulator or an online audit. Though, it is a big challenge but it is a must in India pursuit towards a Viksit Bharat by 2047 as with out improving health & education along with fundamental research India cannot unleash its full potential.
51. To monitor higher education an effective regulator out of AICTE, UGC & NAAC must be brought in, in place so that it ensures an improvement in placement & employability of pass outs from the colleges and universities so that it matches to the global scale.
52. For youth & women empowerment enough of schemes are there as brought in, in last 10 years so they must be fine-tuned, further refined & improved in order to make them more effective.
53. The Skill Development initiative must be scaled up to meet the requirements of training / skilling & reskilling for the double strength of the working hands that India shall be having by 2047-50 as India shall be providing nearly 40% skill hands globally as aging is taking place in many countries worldwide gradually and India shall have that disadvantage much later after 04-05 decades.
54. One District One Product (ODOP) shall be pursued & encouraged vigorously and potential of each for exports shall be explored to the maximum and incentivised. It should extend then to the village level when they get to the Smart Villages as self-sufficient centres of growth & prosperity.
55. Each district shall have 01 residential school up to 10+2 with best of facilities and maximum seats not less than 2000-5000 and also a Hospital along with 01 medical college in order to provide best of the education & health facilities to all the sections of society.
56.The quality of doctors & teachers shall be improved with an audit scheme. The private schools & colleges are having teachers with very poor quality as they are paid very less salaries but they charge very high fee. The government run schools are also poor rather pathetic in accountability & in discharge of responsibility.
57. The Defence Capabilities must be built up as per projection of each service in order to gain 100% satisfaction at the earliest and towards the same the procurement from outside with the best quality shall not be delayed or compromised that is needed along with building indigenous capabilities.
58. The job creation must be linked with the skill data in real time and the corporates under CSR/ESG must support FPOs operations at village and in Smart Village Campaign so that the jobs could be created at village level and in large numbers as maximum MSMEs shall be coming over there.
59. The PLI scheme shall be offered to the MSMEs in critical areas and to the Agri Tech and Agri Export Oriented production facilities. The fisheries and cattle rearing shall be continued with the facilities & subsidies that are extended and improved upon.
60. The crucial raw materials supply chains & production of them shall be supported with a calibrated PLI scheme and the necessary clearances shall be accorded top most priority.
61. The MUDRA scheme of micro-financing for small vendors shall continue and those have created a good Digital Record of payments or provided jobs to more than one person shall be further extended the credit limits by the PSBs.
62. The women empowerment as 33% representation shall be implemented during 3rd term. Lakh Pati Didi scheme, Anagen Badi Schemes and Women self-help Groups shall be supported selecting potential ones that could add to the job’s creation.
63. The audits of all the schools, colleges and universities must be carried out so that Junk Food is not provided to the youth of India but a wholesome food as youth is becoming fat and developing many lifestyle diseases as it shall go a long way in building capable youth and this measure shall increase productivity of the nation and youth shall lead a better life, healthy life and a successful life. NAAC audit of universities must give an importance at least 10% weightage to the food that is being given to the students in hostel messes and in canteens. A model of Bhabha Atomic Research Centre, Mumbai or TIFR canteens that are run there must be replicated as they provide wholesome food.
64. The new labour code shall be brought in to ensure security to the workers in unorganised sector by shifting to living wages rather than the minimum wages presently ensured.
65. New social schemes shall be launched in order to address poverty eradication, job creation, youth & women empowerment, small vendors & farmers empowerment, and the tribal areas & village development. Though, the aspirational district and aspirational Taluka programme have brought a great change in the lives of people at last mile there by increasing productivity and addressing the multi-disciplinary poverty in a big way as India implemented the biggest Inclusive Development Programme ever on earth.
66.Looking at what has happened to Biju’s, Go Mechanic, Groyyo, Mojocare and Zilingo etc, an audit of startup eco-system needs to be taken and a new Corporate Governance Charter for Startups needs to be designed and put in place at the earliest.
67. A massive plumbing upgrade needs to be pursued most vigorously to set up AI driven Data centres and a big push is needed to skill large number of youth in driving AI benefits in each sector in manufacturing, pharma, defence, health, education, next level of ICT transformation and Digital Spread, Agri-Tech in support of setting up of FPOs and boost in farmers income, pollution control and in Green Energy Transition, in Semiconductor Designs, Packaging and manufacturing, and then linkages to Quantum Computing, Robotics, Drones / UAVs, Nano-Electronics Manufacturing, Space Technology, Well-being, life skills and for an improvement in services as towards optimum utilisation, in smart city and smart villages campaigns, EV & Battery Storage? manufacturing, next level of Mobile / Laptops/ LEDs Manufacturing and in fighting climate change, water stress, cyber security, food security, terrorism and ensuring a fool proof defence mechanism / design / posture against any aggression and meeting natural & man made disasters and also pandemics.AI must be used in checking the quality of products, inspection and in certification in order to make India manufactured products competitive globally.
68. The global partners especially in technology stack must be encouraged to partner with academic institutions in filing IPRs.
69. The technology towards the construction of self-healing roads must be explored so that the quality of highways maintenance could be improved and accidents reduced to the bare minimum.
70.The BSNL order awarded to TCS for setting up of about 30 data centres Pan India towards setting up of 1,00,00 4G sites for a sum of rupees 19,000 must be implemented in record time and it must ensure a delivery of top most quality of range, speed of data transfer in target areas. It shall provide an opportunity to the local tech companies in the segment to pit against global competitors such as Ericsson, Nokia and Huawei etc.
71.A revamped Health Scheme for the children nutrition must be brought at the earliest and it must be accorded a national priority.
72. The climate change impact on workers due to excessive heat, ultraviolet radiation, extreme weather events, work place air pollution, vector borne diseases and agro-chemicals must be studies under a mission through an appointment of a research group comprised of scientists, experts and technical experts in collating such data.
73. The innovative ways needs to be explored to fund for inducing a boost towards Infrastructure creation in future as roads ministry itself needs nearly 20 lakh crore (approx. $ 250 billion) to make nearly 30 green high ways and other roads by 2030. So, is a need for creating trains networks & its modernisation as replacement of existing trains by Vande Bharat, Namo Bharat, Amrit Bharat, Regional Transit rail Networks, Vande Metro Network, for Aviation Sector, Water ways, ports capacity, freight corridors and creating an eco-system to switch over to EVs by having charging stations or swapping of batteries stations etc.
74.The PSUs shall not be sold now any more as they have performed very well and hugely profit making and globally competitive under the governance model provided by Narendra Modi in last 10 years. SO, Hindustan Zinc must not be sold. The disinvestment policy needs to be reviewed.
75.The banking systems and FinTech’s must have a 100 % guaranteed system supported with latest the latest technology and AI driven algorithms against Cyber Frauds / Crimes.
76.It must be paid an attention to that extreme weather conditions as arose due to global warming created by the developed nations so had an onus of culpability to impact developing countries so creating an inequality to the poor nations and it caused them and to the global economy by nearly $ 30 trillion from 1992-2013 and it is as per a study carried out by Justin S. Mankin, A Associate Prof of Geography at Dartmouth College as India has also suffered due to the same as well.
77. The digitalisation of land records must be provided a National Priority and the needed amount allocation must be made towards this initiative at the earliest so that National Digital Records of Lands is completed ASAP.

As India has an ambitious IMDP (Integrated Missile Development Programme) under way and many successful systems including ICBMs, SLBM, ALCBMs and Agni -V fitted with MIRVs (Multiple Independently Targetable Re-entry Vehicles) that can carry multiple warheads including the nuclear ones over 5000 kms. It has developed Satellite Killer Technology and Missile Tracking & Defence Systems and such indigenously developed missiles must be produced at large scale with allocation of adequate funds so that it shall always be an element of surprise. It must be ensured that they be built with 100 % indigenous technology so that to achieve self-reliance.
80.Internet users in India are about 821 million as of now comprised nearly 442 million in rural areas and about 378 million and gender divide is also narrowed as 55 % male are using and 46 % are women. On an average Indians spend nearly 1.5 hours on internet i.e. about 94 minutes in rural areas and about 101 minutes in urban areas. So, it is heartening that Rural Areas are ready for using ONDC and making use of CSCs for taking a lead in India Development to the next level as growth lies there. So, the focus has to be in rural areas and increasing the speed of quality data transfer is now key to the next level transformation turning nearly 07 lakh villages in to Smart Villages facilitated with all the amenities in par with best of Smart Cities.
81.The education regulators at school level as well as college level or at university level must ensure EI(The Emotional Intelligence) as a focus point that how it is imbibed along with education curriculum and it must be ensured that proper strategy as part of work place is implemented as part of leadership/teams development. It shall help in creating future leaders in all spheres of life as it shall help in to resolving conflicts or disagreements with co-workers.
82.A new poverty line needs to be defined as to empower people at last mile to push them now at a greater scale and with much faster speed with next level empowerment.
83. There is a need to build nearly 2.5 lakh kms of High Ways by 2037-38 so to increase high-speed roads to rise about 10 X to 12 X by that times as access controlled highways to reduce deaths by 95 % in next 25 years. This a robust target under a vision of A Viksit Bharat by 2047.
84. It is the right time to ginger up India ‘s only Defence Research Body (DRDO) in the light of security challenges and self-reliance in defence technology is indispensable for the strategic independence. ?
85.The Tobacco Gutka manufacturers must be brought under strict vigilance as they are hiding machines from the GST and also they print the same batch number on the products being manufactured in many months so the proposed penalty of 01 lakh per machine is hardly any penalty as they earn maximum cash out of Tobacco Gutka sale Pan India so it must be made a non balable offence and a penalty of 10 lakh if they are repeating same batch on a particular machine or hiding the production of machines. In my estimates the GST collection from Gutka manufacturer shall increase at least by 150 % is raids are conducted and audits of production is carried out judiciously.
86. The CBI & ED must file appeals in all the cases of acquittals as in the case of 2G scam or any other scam at the earliest. The charge sheets filing must be expedited to be done with in 03 months of investigations.
87.All NPA accounts must be dealt with 100% recovery from the promoters & directors and their associates & conspirators with in 03 years as maximum of them are seating in palatial houses & possessing costly cars and having properties on the name of children & family trusts. So, this all where the trail of funds is established the money must be recovered in full at the earliest.
88.? ?India need to eradicate child labour and forced labour complete by amending Indian Labour Laws accordingly.
89.An intelligence agency needs to be setup to boost manufacturing in a big way increasing its share in India GDP to 25 % to 27 % by 2047.
90.The Food Waste in India is huge and it stand at 2nd place globally only after China and it produces nearly 78-80 million tonnes per year, so, 55 kg / capita / year. So, it must be used for the productive purposes. So, a scheme towards it along with an awareness campaign must be in place at the earliest.
91. India must not loose control on its hard-earned Macro Stability and must not get lured that it has to grow at any cost but wait for conducing external environment but side by side it has potential to grow at 9% year on year for next 10 years with creating internal demand in rural areas and meeting that with adequate & quality supply.
92. The products validation & certification centres need to be established in adequate numbers to push electronic manufacturing in a big way including in MSME sector also. AI intervention or latest technology push shall be given.
93. The private groups such as Bajaj Group has lined up a commitment towards skilling initiative with an investment of 5 k crores in next 05 years must be encouraged with other private players so that India produces the maximum skill hands in future technology to meet global requirements.
94.As RIL is planning to have first Meta Data Centre at its Chennai Campus, such projects must be encouraged but scrutiny of data needs to accorded top most priority and its utilisation towards India benefits are on priority.
95. The use of bio-energy as a Farming Fuel for a greener future revolutionizing rural mobility with Bio CNG Tractors, production of 2G Ethanol biorefineries and affordable cooking revolution with Ethanol shall go a long way in empowering farmers and rural development. The Global Bio Alliance (GBA) is a trillion-dollar opportunity ahead as transitioning towards a cleaner & sustainable energy sources is not just a choice but an imperative. The biofuels shall be writing a global green story even with a greener sky with sustainable aviation fuel. So, India has to play a frontier role in it making sustainable mobility a reality with bioenergy. It shall provide sowing prosperity to India cultivating a future with Organic Manure.
