VICS - a long established V2I system

For car manufacturers, the Japanese market often presents high barriers to entry. One of most challenging topics in Japan is the "Vehicle Information and Communication System" (VICS), which is standard and mandatory for vehicles.

This system is connecting the vehicle with the infrastructure (V2I) and provides traffic situation, traffic flow, warnings or even movement data of the road users. These information is needed for dynamic route guidance, so that the driver avoids traffic jams or is warned about possible catastrophes in his current area.

The integration of VICS is often a problem for non-Japanese manufacturer, due to the following challenges:

• In order to develop a VICS solution, a membership in the VICS consortium is mandatory
•  All new Electronic Toll Collection (ETC) implementations must be certified by Japanese authorities
• Knowledge of government processes is needed
• Japanese language skills are needed
• Export of VICS data and VICS libraries prohibited
