Vicious circle

Many a times we come across teams which use agile only for the sake of it! And then they also justify it with reasons like, their customers being very demanding, their context being too complex, they being pressed against the hard constraints (demanding timelines), etc.
This, most likely will lead to the vicious circle as depicted below. And I suppose the solution to break this loop still lies in the blue box!
I hope, some day, these teams and their managers will get this and they will break this loop :-)
