Ventura Housing Authority celebrates its 75th birthday by beginning construction on the largest HOMEKEY project in the County of Ventura

Ventura, CA — The Housing Authority of the City of San Buenaventura (HACSB) proudly marks its 75th anniversary by commencing construction on the Valentine Road Apartments. On September 12, 1949, the City of San Buenaventura adopted Resolution No. 3191, officially establishing the HACSB as the public housing agency for the city. The HACSB’s first affordable housing project, Westview Village, was authorized under the United States Housing Act of 1937, and the organization housed its first family in 1952.

Over the past 75 years, HACSB has grown significantly, expanding its public housing portfolio, implementing the Housing Choice Voucher program, investing in self-sufficiency initiatives, and participating in the Rental Assistance Demonstration program through the U.S. Department of Housing and Urban Development. Today, the HACSB stands as Ventura’s leading affordable housing developer and largest property manager, dedicated to addressing the city’s housing needs.?

This significant anniversary coincides with the start of construction on the Valentine Road Apartments—Ventura County’s largest HOMEKEY project to date. Earlier this year, the HACSB secured $32 million through the State’s HOMEKEY program to acquire the former La Quinta Hotel, repurposing it to provide much-needed housing for the community.? Not only has HACSB started the renovation of the first 64 units installing kitchenettes and more, but later in the month, the HACSB will welcome the County’s Ventura RoomKey residents from the Vagabond Motel to move into transitional units at Valentine Road until the permanent units are completed.? This will serve to continue to stabilize these lives.

Valentine Road Apartments, aside from being the largest permanent supportive housing project in the County of Ventura, also symbolizes the growth and evolution of HACSB. This project would not have been possible without the support of the County of Ventura, the City of Ventura, the Ventura County Continuum of Care, the Ventura County Human Services Agency, Ventura County Behavioral Health, the Ventura County Housing Trust Fund, and all of our financial, project partners, and community partners. The construction of this critical project is being managed by McCarthy Companies.

Reflecting on the milestone, HACSB CEO Jeffrey Lambert said, "As our 75th anniversary approached, I asked our team how we should celebrate this momentous occasion. Then, when we received the construction permits for Valentine Road Apartments just days before our anniversary, we realized—this was the perfect way to celebrate. We wouldn’t have it any other way.? Valentine Road Apartments reflects our commitment to not just provide quality housing, but to recognize that although housing is a critical first step, wrap-around services will ensure the success and future self-sufficiency of our residents.”

As HACSB embarks on its next chapter, the organization remains committed to its mission of providing affordable housing and fostering strong, resilient communities. The Valentine Road Apartments project represents not only a celebration of 75 years of service but also a renewed dedication to addressing the pressing housing needs of Ventura. With the support of community partners and stakeholders, HACSB will continue to lead the way in creating housing solutions that ensure a brighter, more equitable future for all.
