Oracle APEX is one of Oracle's premier low code development environments allowing customers and partners to build desktop and mobile applications quickly and easily. Usually Oracle APEX is associated with building useful applications solely using the database but in recent years has become a popular tool for extending solutions using standalone applications via REST interfaces.

Oracle APEX is available for free for on-premises versions of the Oracle Database and is available via Database Services including Autonomous Database on the Oracle Cloud.

Oracle Utilities Application Framework includes a standardized and robust REST integration that can allow tools like Oracle APEX to be used to build extensive and powerful standalone solutions to augment Oracle Energy and Water Solutions.
