US, UK, Netherlands to Announce Tender Winners This Year
On 28 March, the Dutch government closed the application period for the IJmuiden Ver Alpha and Beta offshore wind tender. The day before that, the UK government opened the sixth allocation round (AR6) for Contracts for Difference (CfD), and the US states Connecticut, Massachusetts and Rhode Island closed the application window in the country's first multi-state offshore wind solicitation.
The Netherlands Enterprise Agency (RVO) has received several applications in the 4 GW IJmuiden Ver Alpha and Beta offshore wind tender, according to the government agency which closed the application period at 5 p.m. (CET) on 28 March.
RVO will now assess the applications in collaboration with two expert committees and expects to announce the tender winner(s) in June 2024.
On 28 March, Vattenfall revealed that it submitted proposals in the IJmuiden Ver offshore wind tender. The company said that the plans for the IJmuiden Ver Alpha site focus on biodiversity criteria, while Beta is focused on system integration.
For the Alpha site, Vattenfall's bid builds on insights gained from projects at the 1.5 GW Hollandse Kust Zuid offshore wind farm in the Netherlands, which the company operates. For the Beta site, which has system integration targets set out, Vattenfall entered a bid with a partner, the company said, leaving the partner unnamed.
The Dutch utility company Eneco and Equinor, which partnered to bid in the Dutch 4 GW offshore wind tender, informed on 28 March that they had pulled out of the offshore wind tender for the IJmuiden Ver Wind Zone.
In a white paper shared on Thursday, Eneco states that due to deteriorated market conditions – including high interest rates, high material costs, and an uncertain electricity market – the current (Dutch) approach to offshore wind is not future-proof.

The company also calls for a change in the Dutch tendering model from the existing scheme to awarding Contracts for Difference (CfD).
On 27 March, the UK Government opened the sixth allocation round (AR6) of the Contracts for Difference (CfD) scheme. The round will see a range of renewable technologies, including offshore wind, compete for the government’s support.
Applications may be submitted via National Grid ESO’s EMR Portal until 19 April 2024 and the results are expected to be published this summer.
On 27 March, Connecticut, Massachusetts and Rhode Island closed the application period in the first US multi-state offshore wind solicitation.
Four developers have submitted bids in response to the combined offshore wind solicitation, through which the generation capacity the states are looking to procure total 6.8 GW.
The proposals were filed by Avangrid Renewables (Iberdrola), ?rsted, SouthCoast Wind Energy (Ocean Winds), and Vineyard Offshore (Copenhagen Infrastructure Partners).
