U.S. AI Strategy and National Security

The White House memo on artificial intelligence (AI), released on October 24, 2024, emphasizes the role of AI in national security. It sets the direction of US national policy on how AI will be utilized and managed in terms of national security through key items.

The significance of the White House memo is that AI should be utilized for national security and economic benefits while also being managed ethically and safely. The military and defensive use of AI is key, but at the same time, it contains the intention to maintain global leadership in preventing abuse and protecting human rights and democracy.

The memo presents a strategy to promote cooperation between industry, academia, and government to ensure that the US remains a leader in AI technology, and to urge responsible AI development internationally. It is noteworthy that the White House is expressing concern about the negative impact of AI if it is utilized in countries that compete with the US, authoritarian, and dictatorial countries. It can be seen that this intention contains the intention to restrain China's AI patents and commercialization capabilities.

The main contents of the White House memo are as follows.

1. National Security and AI: AI is positioned as a key technology in military defense, cybersecurity, and intelligence gathering. The United States should strive to gain an advantage in global competition by leading AI technology and protect its own technology from external threats.

2. Responsible AI Development: Regulation and management are necessary so that AI can develop in an ethical and trustworthy direction. To this end, the United States is focusing on strengthening the safety, reliability, and security of AI systems. It is promoting international cooperation to prevent AI from being misused, and is focusing in particular on preventing hostile countries from weaponizing AI.

3. Cooperation with Industry and Academia: The United States is emphasizing cooperation with the public sector, private companies, and academia to accelerate the development of AI. In particular, it is clearly defining a strategy to maintain technological superiority through AI research and infrastructure development. It seems that it is trying to gain an advantage in software and R&D, including GPUs required for AI.

Korea and Artificial Intelligence

Korea should also refer to the White House's AI national policy memo and treat AI as a national security issue, and several important strategies are needed at the government level to do so.


1. Strengthening AI-based military power: Like the United States, it is necessary to integrate AI into military defense systems and apply it to cyber attack defense, unmanned system development, etc. In particular, the country's capabilities should be fully mobilized for the development of drones, ghost fleets, and drone fighters integrated with AI.

2. Public-private cooperation: The government and private sector cooperation system should be strengthened for AI-related research and infrastructure construction. In addition, global AI regulations and management standards should be followed and technological development should be promoted. AI technology obtained through Korea's public-private AI R&D should be disseminated through startups and competitiveness should be strengthened. In the future, the baby boomers (born between 1955 and 1963), which account for a large portion of the population, will enter old age starting in 2020, which is likely to create an industrial gap and place a great burden on the economy and healthcare. If we fail to minimize the industrial gap and innovate healthcare for the elderly population through AI, not only national competitiveness but also the quality of life of baby boomers will inevitably decline significantly.

3. International cooperation: In order not to be eliminated from the global AI competition, we must actively participate in international cooperation and regulatory discussions, and in particular, take the lead in establishing international agreements and working groups among allies related to the weaponization of AI. As AI becomes the center of the industry, competition for industry standards and standardization between countries may intensify. As can be seen from the case of Betamax, which was ahead of Sony in terms of technology in the video tape standards war but was defeated by VHS, standards are not determined solely by technology.

In the future, the landscape of the AI industry may change depending on what standards AI ethics and industry guidelines will be used for AI and the cloud that rents AI by the hour. In particular, South Korea’s choice is bound to be important amid the efforts of the United States to restrain China’s AI.

South Korea must strengthen national security through AI, while also complying with global AI ethics standards and pursuing sustainable technological development. In particular, South Korea, which is entering a super-aging society, must find opportunities in productivity and the silver care industry through AI innovation.
