Updates EUETS.INFO

We updated the data on emissions and transactions. This update includes three major changes:

1. Missing account information in transaction data: Maximilian Fuchs found out that in the period between 2008-2012 a lot of acquiring and some transferring account information was missing (about 20% of the transfer volumes as a lot of allocations are affected). We found that this was already the case in the data provided by the European Commission released in 2022, and later. In the 2021 data, this information was still available. We filled the missing account information from the 2021 dataset. This impacts everyone that works with the transaction data and has a significant impact when calculating the stock of allowances at the account level.
2. Maritime operators: Since this year, maritime operators have to register in the EU ETS. I included the new installations and accounts. You can find them on EUETS.INFO filtering on the activity type. Further information is contained in the dataset that can be downloaded.
3. Alternative account identifiers: The transaction log (EUTL) uses different account identifiers in the account list and in the transaction list. In the dataset, the one from the account list is used as primary identifier. I added the account identifier used in the transaction to the account table.
