Upcoming PSS Regulations Set for Enforcement in 2024

The current DVS Scheme for vehicles weighing over 12 tonnes is undergoing significant changes. Starting in October 2024, the minimum star rating requirement will increase from one to three stars. Operators falling short of this required star rating will need to adopt the Progressive Safe System (PSS), which will replace the current Safe Permit. This transition necessitates the implementation of a new suite of blind spot and predictive collision warning technologies. It's worth noting that some technologies currently installed to meet the existing DVS requirements will no longer be applicable after October 2024.

The PSS mandates the integration of technologies capable of predicting collisions and providing the driver with various audible and visual warnings based on the severity of the potential danger.

In an effort to provide clarity, we have introduced a simplified summary of the upcoming changes, as the original documents were quite extensive and at times unclear. We have made our best efforts to distil the information and make it more comprehensible.

  1. Predictive side sensor technology to alert the driver to potential collisions.
  2. MOIS – A front sensor system that issues alerts to the driver when a vulnerable road user is detected within its path, both during preparation to move off and while in motion.
  3. A nearside camera and monitor.
  4. An audible alarm to notify other road users when the driver is about to maneuver.
  5. An A3-sized DVS sticker.
  6. Products must not compromise the safety-critical aspects of the vehicle and must possess E Mark Certification.
  7. The new specification also necessitates testing of the products by the Original Equipment Manufacturer using a specified test procedure.

Equipment installation requirements:

  1. Equipment must be approved by a competent engineer installer.
  2. Manufacturers should provide information on how the products integrate with other systems and should not negatively impact any safety-critical aspects or the vehicle's performance, while also holding E Mark Certification.
