Later this week, the Foundation for Defense of Democracies (FDD) will be publishing my latest monograph, "The Middle Kingdom Meets Higher Education - How U.S. and Chinese Universities Support China's Military-Industrial Complex."
The report reveals how dozens of America’s top research universities have quietly entered into academic and research partnerships with the same Chinese schools working to give the People’s Liberation Army (PLA) a technological advantage over the U.S. military. U.S. law does not require U.S. universities to disclose the details of such partnerships, even though Beijing has made clear that it intends to harvest cutting-edge American innovation to underwrite its military modernization.
What all of these problematic partnerships have in common is that they can all be traced back to decisions by these U.S. and Chinese universities to jointly operate Confucius Institutes.
Is your alma mater on the list? And, if they are, why did they not perform any due diligence on their Chinese partners prior to entering into these arrangements? All of the information contained in the report about linkages between these Chinese universities and China's defense industry, nuclear weapons program, cyber-espionage platforms is open-source.
Lastly, the report contains a number of policy recommendations geared towards establishing common sense guardrails to prevent China's weaponization of U.S. higher education. Less than 90 (out of 3,000) Chinese universities are involved in such malign behavior, so what is needed is a scalpel, not a sledgehammer, to address this threat.
More to follow soon, but in the interim, many thanks to all of you for your never-ending support. That includes peer-reviewers Dan Currell and John S. Van Oudenaren, among others.

3 年So excited you’re covering this topic Craig Singleton - I’m sharing with my network as everyone should be aware of how universities have been cooperating with the Chinese military-industrial complex for years.
