Unveiling Fraud: The Role of Audits in Healthcare Institutions Audit Launched at Edward Francis Small Teaching Hospital Amidst Fraud Allegations

An audit has been launched at Edward Francis Small Teaching Hospital (EFSTH) in response to allegations of fraud. The audit was decided after a series of confrontations between Dr Adama Sallah, the chairman of the hospital's board, and Dr Abubacarr Jagne, the deputy chief medical director. Dr. Sallah claimed in an interview with Freedom Radio that there were instances of corruption at the hospital, including unauthorized trips, improper procurement, and other unethical practices resulting in significant financial losses. He specifically pointed fingers at Dr. Jagne and other high-ranking officials for their involvement in these activities.

Dr Jagne refuted the accusations and made counter-allegations against Dr Sallah, alleging attempted nepotism and misuse of influence for personal gain, which were not in line with the hospital's interests. The Standard contacted Dr. Mustapha Bittaye, the director of health services at the Ministry of Health and a member of the EFSTH board, for his input on the matter. Dr Bittaye verified that the board had asked for an audit from the Ministry of Health, which then approached the Ministry of Finance to involve the National Audit Office.

Dr. Bittaye stated that the audit team has already begun its investigation and assured that the findings will lead to appropriate actions without bias or cover-up. “We expect that the investigation will not leave any stone unturned. And there will be no sacred cows, no cover-ups as far as implementation will be concerned,” he emphasized.

The Ministry of Health is awaiting the audit results before proceeding with further actions. The ongoing audit aims to scrutinize the hospital’s activities and management of funds thoroughly, ensuring accountability and transparency in the face of these serious allegations.
