Public Cloud certainly has it's place (the average $1 per TB for cold tiers is hard to beat) but the more resources required and more instant access needed, the more expensive it can get. My company has seen a huge surge in demand for "on-premises first, Cloud second" use cases, sometimes with a combination of on-site Storage for hot data and performance, Private Cloud (for nearline) and Public Cloud for archive/DR/Compliancy.
