Unlocking Tax Compliance: FBR's Latest Measures to Encourage Tax Filing

Introduction: In a recent development, the Federal Board of Revenue (FBR) has taken significant steps to enforce tax compliance among individuals who are liable to file income tax returns but have not yet done so. This move, initiated under Section 114B of the Income Tax Ordinance 2001, aims to enhance tax collection and strengthen enforcement mechanisms in the country.?

Understanding FBR's Income Tax General Order (ITGO) No. 01 of 2024: Under ITGO No. 01 of 2024, FBR has mandated the disabling of mobile phone SIMs for individuals who are not on the active taxpayer list but are obligated to file income tax returns for Tax Year 2023. This measure is in accordance with the provisions of the Income Tax Ordinance 2001, aimed at encouraging tax compliance and widening the tax net.?

FBR's Efforts for Effective Implementation: FBR has been actively engaged in discussions with the Pakistan Telecommunication Authority (PTA) and telecom operators to ensure the smooth implementation of ITGO No. 01 of 2024. These crucial meetings have focused on streamlining the process of SIM blocking for non-filers and ensuring compliance with tax regulations.?

After several deliberations, telecom operators have agreed to commence the manual blocking process in small batches, gradually transitioning to automated systems. The first batch of 5000 non-filers has already been communicated to telecom operators for SIM blockage, with subsequent batches to follow on a daily basis. Additionally, telecom operators are sending messages to non-filers regarding the blocking of SIMs for intimation purposes.?

Way Forward for Taxpayers: For individuals who find themselves in the category of non-filers, it is imperative to take prompt action to avoid SIM blocking and potential penalties. The first step is to ensure timely filing of income tax returns for Tax Year 2023, thereby becoming compliant with tax regulations and avoiding any disruptions to mobile phone services.?
