Unlocking Market Finance for Climate Action: The Success Story of SOPDA VSLA in Nakaseke District

The Intergovernmental Panel on Climate Change (IPCC) recently released its 6th Assessment Synthesis Report, emphasizing the risks of inaction and the rewards of climate action. Despite the alarming findings, there is hope. In the central cattle corridor region of Uganda, local actions in Nakaseke District are making a significant difference. One such inspiring example is the Semuto Older Persons Development Association (SOPDA), which has effectively utilized climate solutions and financial mechanisms to drive positive change.
?? I was honored and inspired to see the impact our work can have on the community of Nakaseke, Semuto Subcounty, in the #BugandaKingdom. Through the Semuto Older Persons Development Association (SOPDA), chaired by Mr. Lutaakome Frederick, over 220 community members have come together to turn post-harvest losses into income opportunities. Their success highlights the power of skill retooling, innovation, and community engagement.
The SOPDA VSLA: A Model for Climate Action and Market Finance
SOPDA consists of primarily senior citizens, who have unlocked market finance for climate action through their cooperative, the SOPEDA VSLA. Their efforts demonstrate that age is not a limitation for securing financing for climate and environmental action. Through inclusive communal cooperatives, SOPEDA VSLA has managed to drive Nationally Determined Contributions (NDCs) in their region.
Attracting Market Finance Through Skill Retooling and Passion
SOPDA VSLA members were trained in the use of solar dryers to process various agricultural products into dried foods and the recovery of waste into fuel briquettes as a substitute for charcoal. They learned about the potential for postharvest loss reduction, income, and savings opportunities. The members then passionately applied these skills to achieve tangible results, such as reduced postharvest losses, new dry product lines, and increased income. This improved cash flow enabled the group to secure financing for a briquette-making machine and press, launching a new product line for clean cooking fuel briquettes.
Diverse, High-Value Health Crops and the Impact of Solar Dryers
SOPDA VSLA specializes in high-value health crops, including cassava, ginger, chili, dried pumpkin seeds, avocado seed powder, turmeric, soybean, and amaranth. The introduction of solar dryers has been a game-changer, reducing postharvest losses and creating new dried product lines that are packaged and generate additional income.

Increased Savings and Socioeconomic Resilience
The group's treasurer highlighted that the introduction of solar dryers and fuel briquettes has increased their savings. The solar dryer has empowered the senior citizens in the group, turning loss-making ventures into profitable ones and enhancing their socioeconomic resilience.
Mentorship Opportunities and Intergenerational Collaboration
SOPDA VSLA also fosters mentorship opportunities between senior citizens and young people. This intergenerational collaboration ensures the continuity of their work and the growth of sustainable development in the region.
Affordable Financing for Climate Solutions
The climate solutions financing provided through cooperatives like SOPDA VSLA is offered at an attractive 1% monthly interest rate, significantly lower than commercial loans. This low-interest rate is attributed to three factors: technical backstopping from UNEP, training and skills retooling of beneficiaries, and technical guidance to establish a credit/cash guarantee facility.
Data-Driven Climate Action Solutions
The data collected from SOPDA VSLA's initiatives is informing climate action solutions and shaping the investment of NDCs. As more data on the viability of climate solutions as sources of profitable enterprises is generated, interest rates can be objectively lowered.
Peer Learning, Scaling Impact, and Market Development
The empirical successes of SOPDA VSLA are being used to train additional VSLAs and to bring impact to scale. Their experience serves as a model for market-driven climate action interventions, strengthening the implementation of NDCs and promoting sustainable consumption and production.
