The Union Budget 2025, presented by Finance Minister Nirmala Sitharaman, is more than just an economic roadmap—it is the engine driving India's growth with the fuel of reforms and the guiding spirit of inclusivity, paving the way toward Viksit Bharat 2047.
MSMEs, startups, and women entrepreneurs are the key drivers of this transformation, contributing significantly to innovation, employment, and economic resilience. Recognizing their importance, this budget introduces progressive measures to enhance financial access, simplify taxation, promote digital transformation, and empower women-led businesses.
By addressing fundamental challenges such as credit accessibility, skill development, market expansion, and sustainability, the Union Budget 2025 lays down a strong foundation for India’s entrepreneurial ecosystem.
As an MSME transformation expert and entrepreneur, I am excited to see targeted support addressing key challenges such as?credit access, ease of?business, digital transformation, and women-led entrepreneurship.
1. Boost for MSMEs: Credit, Infrastructure & Market Access
a) Expansion of Credit Guarantee Scheme
One of the most significant announcements is increased credit guarantee coverage for MSMEs.
? Credit guarantee limit increased from ?5 crore to ?10 crore, unlocking ?1.5 trillion in credit over the next five years.
? Lower interest rates and reduced guarantee fees, making loans more affordable for MSMEs.
? This is expected to enhance working capital, encourage business expansion, and improve financial stability for MSMEs struggling with cash flow constraints.
b) Simplified Compliance and Lower Tax Burden
? Reduced tax burden for MSMEs with an increase in the turnover limit for presumptive taxation from ?2 crore to ?3 crore.
? Faster tax refunds and reduction in GST compliance, making it easier for small businesses to manage their operations.
? Digital invoicing incentives, encouraging MSMEs to adopt technology and improve financial transparency.
c) Strengthening MSME Infrastructure & Market Access
? ?30,000 crore allocated for the upgradation of industrial clusters and MSME parks, ensuring better infrastructure, logistics, and connectivity.
? Strengthened MSME export policies under Atmanirbhar Bharat, providing incentives and reduced duties for exporters.
? Government e-marketplace (GeM) procurement from MSMEs to increase by 30%, offering direct access to government projects and tenders.
2. Empowering Startups: A Growth-Oriented Approach
a) New Fund of Funds for Startups
? The government has expanded the Startup Fund of Funds with a fresh allocation of ?10,000 crore.
? This will provide direct capital support to early-stage and scaling startups, ensuring they have adequate funding to innovate and expand.
? Aimed at strengthening India’s position as a global startup hub, especially in deep tech, AI, green energy, and fintech sectors.
b) Extended Tax Benefits for Startups
? Income tax exemptions extended for eligible startups until March 2027, reducing financial pressure during the scaling phase.
? Angel tax exemption limit increased, making it easier for startups to raise funding from domestic and international investors.
? 50% reduction in patent filing fees for startups, promoting innovation and R&D investment.
c) Focus on AI, Digital Transformation, and Emerging Tech
? The budget strongly promotes AI-driven businesses through a new initiative—Digital India 2.0.
? ?15,000 crore has been allocated for AI-powered business solutions and deep-tech startups.

? Women-led businesses can now access term loans of up to ?2 crore with lower interest rates over the next five years.
? Special provisions for credit-linked subsidies under Mudra Yojana and Stand-Up India, enabling more women to establish businesses.
b) Strengthening Digital and Financial Inclusion for Women
? The government has announced ?5,000 crore for digital skilling and entrepreneurship training programs for women.
? Women in rural areas will be given access to digital banking solutions, financial literacy programs, and micro-financing schemes, ensuring their participation in the formal economy. ?
