Union Budget 2024: Strategic Leap in Cybersecurity, AI Innovation

As a 'make or break' moment for the third time Modi government, Union Budget 2024-25 became an inflection point in India's digital journey. This becomes the statement on India's commitment to protecting its rapidly expanding digital infrastructure and building itself as a leader in innovation with over ?1,550 crore invested in strengthening cybersecurity, combating cybercrime, and catalyzing artificial intelligence research.
Strengthening of Cybersecurity: Almost 90% Increase
Almost 90% increase in the budget outlay for cybersecurity projects has gone up to ?759 crore. This increase has been based on the rising cyber threats that have jeopardized national security, economic stability, and the privacy of citizens. Also, ?238 crore has been allocated to Indian Computer Emergency Response Team, CERT-In, to build its capacity to respond effectively to cybersecurity incidents.
Indian Cybercrime Coordination Centre (I4C): A Strategic Realignment
This time, the Indian Cybercrime Coordination Centre did not see any separate budgetary allocation. It is now being reorganized as an "attached office" of the Home Ministry. This administrative change is in order to increase its scope of operations and building its capacity for the same. Though it does not enjoy separate budgetary allocation, this move is expected to give I4C more significant operational control and wherewithal.
Protection of Vulnerable Sections
Keeping in view the fact that women and children are soft targets on the internet, the government will utilise ?52.8 crore for schemes meant to check cybercrime against them. This would be an important step toward a secure digital India for the most vulnerable sections of society.
Strengthening Data Protection
Under the Digital Personal Data Protection Act, 2023, an outlay of ?2 crore has been provided to the newly established Data Protection Board of India for defraying the expenditure for salaries and operation expenses. That would place the board on a strong footing while bringing in high standards for data privacy and protection—something quite critical for India's digital governance.
AI Innovation:
The IndiaAI Mission has been launched in March 2024 with over ?551 crore allocated to it. This itself bespeaks a clear commitment by the government toward building a very vibrant AI ecosystem. Such funding can be provided so that substantive progress in AI research and applications can result in India turning out to be an AI innovation leader globally.

Centre of Excellence in AI at IIT Kharagpur
Additionally, the Centre of Excellence in AI at IIT Kharagpur received ?255 crore for research in AI and machine learning, thus further consolidating India's interest in AI. It is proposed to accelerate state-of-the-art research and development contributing to the nation's technological prowess.
Addressing Challenges with Cybersecurity for India
There has been an increasing trend in cyberattacks in India; the National Cyber Crime Reporting Portal recorded nearly 7,000 complaints every day between January and May 2024. Most of these grievances pertain to online financial fraud, thus putting a question mark over the need for more stringent cybersecurity measures at the earliest. The cost of cyberattacks has been huge, according to the I4C, which received 4,599 complaints about ?1,203.06 crore in digital fraud from January to April 2024.
Strategic Focus on Cybersecurity
It is because of the changing geopolitical and economic environment that the Indian government is working actively on improving its national cybersecurity standpoint. In this regard, the National Cyber Coordination Centre, Cyber Surakshit Bharat, and the National Critical Information Infrastructure Protection Centre have been pushed under active initiatives to protect the nation's cyber infrastructure. This enhanced budgetary provision will be geared toward developing indigenous cybersecurity technologies, and by reducing dependencies on foreign solutions, associated backdoor and espionage risks will get reduced.
Public-Private Partnerships and Industrial Collaboration
The budget can help in building public-private partnerships that could help draw upon the competencies of both the public and private sectors. This would further threat intelligence sharing and coordinated incident response mechanisms between the public and the private sectors. Key industry stakeholders in sectors like banking, fintech, insurance, and others may also mobilize a share of the budget toward funding research in cybersecurity to build resilience for India's cyber defenses.
Global Perspective: India's Spending on Cybersecurity
The huge increase in funding for cybersecurity notwithstanding, India remains way behind the global leaders—the US has proposed $15.14 billion for civilian cybersecurity projects while that for the United Kingdom, though smaller, is nonetheless substantial at ?8,667 crore. However, the ever-increasing cybersecurity budget of India does prove a strong will for strengthening its cyber defense and providing a secure digital future to one and all.
Setting the Roadmap to a Safe Digital Future
The Union Budget 2024-25 became a landmark in India's journey to a safe and innovative digital future. To put the base for sturdy digital infrastructure, the government is making strategic allocations for cybersecurity and AI. This will be an important investment in safeguards against cyber threats and nurturing technological innovation that becomes the key to India's growth in the digital era.
As India strengthens its cybersecurity and accelerates AI innovation, it will emerge as a global player in the digital world and accompany in a safe, progressive future for every citizen.
