Understanding HACCP: Ensuring Food Safety in the Food Processing Industry

The Importance of Food Safety

Millions of people fall ill from foodborne illnesses every year, with thousands losing their lives as a result. In addition to the human toll, hazardous materials contaminating the food supply can cost companies millions of dollars and damage their reputations. Consequently, food safety has become a critical concern across all stages of the food processing industry, from growers and manufacturers to distributors and retailers.

The Oldest and Most Widely Used Program: HACCP

?In response to this pressing issue, several food safety programs have been developed over the years. One of the oldest and most widely used programs, both nationally and internationally, is HACCP—the Hazard Analysis and Critical Control Point system. Originally created in 1958 to ensure the safety of food for America's astronauts, HACCPP is based on a set of engineering principles developed by NASA.

?Today, the U.S. Department of Agriculture (USDA) and the Food and Drug Administration (FDA) either require or recommend the use of HACCP by companies in every segment of the food processing industry, including growing, harvesting, processing, manufacturing, distribution, and retail. Before the implementation of HACCP, food inspection predominantly relied on the senses of sight, smell, and touch to detect potential hazards, with inspections typically conducted after the fact. HACCP, on the other hand, takes a proactive approach by focusing on prevention and risk analysis.

The Seven Principles of HASSIP

HACCP employs seven principles to ensure food safety throughout the entire food processing chain:

  1. Determining hazards: The first step is to identify potential hazards that food may be susceptible to during its growth, processing, and handling stages.
  2. Identifying critical control points (CCPs): Once the hazards are determined, critical control points are established. These are specific points in the process where control measures can be taken to prevent, reduce, or eliminate hazards.
  3. Establishing critical limits: Critical limits are maximum and/or minimum values set for each control point to effectively control the identified hazards.
  4. Implementing monitoring procedures: Monitoring procedures are put in place to measure critical limits at each critical control point. These procedures define when, how, and by whom the measurements should be taken.
  5. Implementing corrective actions: When monitoring procedures detect a deviation from the established critical limits, predetermined corrective actions are taken to regain control of the process, address affected products, and prevent recurrence of the problem.
  6. Conducting verification procedures: Verification procedures are essential to confirm the effectiveness of the HACCP plan. These procedures include audits, record reviews, instrument calibrations, and product testing.
  7. Keeping records: Comprehensive and accurate records must be maintained to demonstrate that the food has been produced and handled safely. This includes information on the HACCP team, product descriptions, hazard analysis, flow diagrams, critical control points, corrective actions, verification procedures, and any changes made to the HACCP plan over time.

?The Prerequisites to Successful HASSIP Implementation

?Before developing a HACCP plan, it is crucial to have basic prerequisite programs in place. These programs address environmental issues, such as good manufacturing practices (GMPs) and hygiene standards. They serve as the building blocks for the successful implementation of the HACCP system and include policies regarding employee hygiene, pest control, and regular cleaning procedures for equipment used in food processing.

?Creating a HASSIP Plan

?There are five steps involved in creating a HACCP plan:

?1.? Assembling the HACCP team: The team should consist of employees from various departments and functions, ensuring diverse perspectives on the company's operations. At least one team member should be formally trained in the HACCP system.

2.? Describing the products: A thorough description of the products should be provided, including recipe and formulation information, packaging materials, storage conditions, expected shelf life, and distribution considerations.

3.? Identifying the intended use of the products: Special use considerations, such as products for consumers with specific dietary restrictions, should be accounted for. Grouping products into categories that share similar food safety considerations can be beneficial.

4.? Creating flow diagrams: Flow diagrams should outline every step in the food processing and handling process, from receiving and storing the food to packaging and shipping it. A plant schematic can also be helpful in visualizing the processing steps and the movement of people, products, and waste within the facility.

5.? Verifying the accuracy of the flow diagrams: The flow diagrams should be reviewed by the HACCP team, with any comments or questions addressed. A physical walkthrough should be conducted by someone outside the team to ensure the accuracy of the diagrams.

?The Role of Monitoring, Corrective Actions, Verification, and Record Keeping

?Once the HACCP plan is established, the focus shifts to monitoring, corrective actions, verification, and record keeping.

?The monitoring procedures ensure that critical limits are being met at each critical control point. When deviations are detected, predefined corrective actions are implemented to address the issues and prevent further problems. Verification procedures, including audits and product testing, confirm the effectiveness of the HACCP plan and its ongoing validity. Finally, comprehensive and accurate record keeping is crucial to demonstrate compliance with the plan and ensure traceability.

?The Benefits of Implementing HASSIP

?Implementing a HACCP system requires effort, but it offers numerous advantages for companies in the food processing industry. Compliance with HACCP requirements is mandated or recommended by regulatory bodies such as the FDA and USDA, making it essential for companies under their oversight. Furthermore, HACCP has become a de facto standard for food quality assurance globally, facilitating international market access.

?Most importantly, implementing HACCP demonstrates a company's commitment to producing high-quality, safe food products and prioritizing the well-being of its customers.
