According to the legal definition highly skilled employee is a person, who possess high professional qualification representing:
(a) an acquired higher education qualification attested by a diploma, certificate or other official document issued by a recognized higher education institution, following studies of a duration of not less than three academic years; or
(b) in the case of a job position from the list approved by the Minister for Labour and Social Policy of highly skilled professions – experience acquired within the period specified in the list and relevant to the position or sector referred to in the employment contract;
or
(c) an official document issued by a competent authority for at least five years of professional experience at a level relevant to the posts or sector referred to in the contract of employment’.
Employment period: The job offer should be for period longer than 6 months.
Salary Threshold: The offered salary must meet or exceed a specific threshold, of at least one and a half times the average gross salary in Bulgaria.
Health Insurance: Proof of health insurance coverage in Bulgaria.
Clear criminal record: A background check to ensure the applicant does not pose a threat to public security.
Address in Bulgaria: The foreigner should present evidence that he/she will have a place to live in the country.

3. Procedure and Terms
The application process for an EU Blue Card involves several steps:
Processing Time: The processing time typically ranges from 30 to 90 days.
The process for obtaining EU Blue card in Bulgaria cannot be longer than three months, unless there are legal or factual complexities.
4. Validity of the Blue card
The EU Blue Card is issued for up to 5 years, but not less than 24 months. Where the duration of the employment contract is shorter than 24 months, the permit shall be issued for the duration of the contract, extended by three months, but for a maximum period of 24 months, and may be renewed if there are grounds for its reissue.
