Understanding the Distinction: Engineer vs. Technologist Designation in Malaysia

Introduction:

In Malaysia, the engineering profession is governed by the Board of Engineers Malaysia (BEM), while the Malaysia Board of Technologists (MBOT) governs the technologist profession. These two designations, engineer and technologist, have different roles and responsibilities within the technical industry. This article aims to shed light on the distinction between these designations based on widely accepted industrial best practices.

Education and Qualifications:

To become an engineer in Malaysia, individuals typically pursue a recognised engineering degree programme accredited by BEM. These programmes provide a comprehensive education in various engineering disciplines, covering a broad range of technical subjects. Practical experience is gained through internships or structured training programmes, followed by the Professional Assessment Examination (PAE) conducted by BEM for Professional Engineer registration. All engineers in Malaysia who are in practise must mandatorily register with BEM, according to law.

In contrast, technologists typically hold a degree in a specific technical field. These programmes place a greater emphasis on applied knowledge and practical skills related to their chosen technical discipline. Technologists may be registered with the MBOT, and their qualifications are evaluated using specific criteria established by the board. Registration with MBOT is voluntary or optional

Scope of Work and Responsibilities:

Engineers are typically entrusted with complex and critical tasks that necessitate a thorough understanding of scientific principles, mathematical calculations, and advanced problem-solving abilities. They are involved in the design, development, analysis, and management of engineering projects. Engineers bear the responsibility of ensuring the safety, functionality, and efficiency of various systems, structures, or processes. Their decisions often have far-reaching consequences, impacting society, the environment, and the economy.

Technologists, on the other hand, focus on the practical implementation and application of engineering concepts and technologies. They work closely with engineers, providing valuable support in drafting, testing, installation, maintenance, and troubleshooting. Technologists utilise their practical knowledge to execute engineering plans and assist in the smooth operation of systems and processes. However, their work is typically performed under the supervision or guidance of engineers.

Legal and Professional Responsibility:

Engineers in Malaysia have legal responsibilities defined by the Engineering Act and regulations set by BEM. They are held accountable for their work and must adhere to established codes of ethics and conduct. These legal and professional obligations exist to ensure public safety and uphold the integrity of the engineering profession. Professional Engineers (P.Eng) possess the authority to sign off on engineering designs, certifications, and other critical documents.

Technologists also have obligations as defined by MBOT. Their scope of responsibility, however, is generally narrower than that of engineers. They may have limitations in signing off on certain documents or assuming full responsibility for crucial technical decisions. Nonetheless, technologists play an essential role in supporting the engineering process and contributing to the successful implementation of projects.

Conclusion:

In Malaysia, the engineer designation under BEM holds a higher stature due to the broader scope of work, higher educational qualifications, and legal responsibilities associated with the profession. Engineers are involved in more complex and critical engineering tasks, whereas technologists provide critical technical support and assistance in the execution of engineering plans. Both designations are indispensable and complement each other within the technical industry. While engineers possess a higher level of expertise and authority, technologists play a crucial role in ensuring the smooth operation and implementation of engineering projects.
