Discovery of a Truth of a Damage Report Months after a Project Disaster

It was about one and a half years after my journey in that telecommunication project was over. I was handling a new IT infrastructure development project in another organization and met the same coordinator of a vendor (for data center infrastructure) that being screwed up by the procurement, caused an unnecessary delay in my previous project. The project unavoidably overshot the due date. This delay reportedly costed the company some huge amount as delay-fine, enlistment as a defaulter by the "Telecommunication Regulatory Commission", and some professionals like us, (some dedicated employees including the CEO) our jobs.
I was dealing with that same vendor as a project coordinator in a different company and personally requested them to assign the same old coordinator from their side, just for the sake of convenience.Well, they kept my request and the first thing that came up in two ex-war-mates talks after a long break, was really surprising!! In a very friendly tone, he yields, " Ooh the voltage upsurge from the AVR didn't actually cause our precision controlled ACs any serious harm !! The fuses of the controller circuit boards just needed to be replaced to bring 'em back alive."
"Whaaat !!?", I exclaimed, "Just the fuses !!? Why didn't you say that while reporting the damage !!?"
He smiled and said, "Your procurement was not paying our bills and we were really annoyed with their behavior. So, we decided to keep it that way until our long overdue bills are paid off." .....!!!
Now standing on that point listening to this shocking "unbolting", almost 2 years after all the dramas that changed my professional profile and that of many of my dedicated coworkers, I couldn't actually figure out how to react. So, I just smiled back and continued focusing on making the optimal use of our still intact good relation for the sake of my project at hand. But, keeping much more watchful eyes on the proceedings this time. I also can't deny that I had a sigh of relief Al Hhamdulillah as the later employer had much better procurement history at that moment.
