With Load balancing you spread the load of multiple connections across many internet connections. No connection can take up more bandwidth than the current internet connection they are going through, but you can spread multiple connections around thus increasing overall bandwidth. 

With Cellular Bonding you combine multiple cellular connections into a single ‘pipe’ that has more bandwidth, lower latency and increased reliability (redundancy). In order to use bonding you need to control both ends of the connection.

The main difference is that, when you have for example a VOIP call and you have a load balanced environment and one cellular connection is having issues, such as latency or packet loss, you would experience performance issues or possibly even get disconnected. When you have a bonding environment and one of the cellular connections would fail its health check, the session would be moved over seamlessly to the other cellular connections. This way the VOIP call doesn't get disturbed or even disconnected!

Bonding gives you all the benefits of load balancing without the negative termination of sessions when one WAN drops out. This will greatly improve the user experience and redundancy of your network. For instance, Peplink Bonding will not drop the connection from a Remote desktop instance when one WAN drops out. If this would have been done using load balancing the session is terminated and you need to log back in. You could also route all the traffic that needs redundancy toward the PEPVPN (Bonded) and allow the simple traffic to route directly towards the internet using load balancing. Using this method is taking best from both worlds.

Cellular Bonding is not primarily used to increase total bandwidth in a cellular SD WAN environment, its designed to provide reliability, bandwidth management, and session persistence.
