UN Security Council Adopts Resolution 2769 (2025) Revising Sanctions Regime on Libya
The United Nations Security Council has adopted Resolution 2769 (2025), introducing significant revisions to the sanctions framework on Libya. The updated sanctions include key changes in the following areas:
- Certain activities are now exempt from the arms embargo, including technical assistance and training provided by Member States to Libyan security forces for reunifying military and security institutions.
- Military aircraft or naval vessels involved in the delivery of items or activities outside the scope of the embargo will be subject to temporary exemptions.
Frozen Assets Management:
- The Libyan Investment Authority (LIA) is now authorized to reinvest frozen cash reserves into low-risk deposits, subject to specific conditions.
New Designation Criteria:
- Sanctions targeting travel bans and asset freezes will now be imposed on individuals and entities involved in supporting armed groups or criminal networks through illicit oil trade.
- The authorization for inspecting vessels suspected of smuggling oil from Libya has been extended until May 2026.
- The mandate for the Panel of Experts has also been extended until May 2026.
- Support for Exemptions: The United Kingdom, United States, Greece, Denmark, and others have expressed support for the updates, underscoring the importance of stabilizing Libya, promoting its reunification, and ensuring its resources benefit the Libyan people.
- Concerns on Sovereignty: Russia abstained from the vote, citing concerns about the lack of balance and perceived external interference. Panama, Pakistan, and China also emphasized that sanctions should protect Libya’s assets without unduly impacting its citizens.
- Call for Elections and Accountability: Algeria and its allies raised concerns about the erosion of Libyan assets due to international mismanagement. They called for accountability, compensation, and concrete steps towards transparent elections to safeguard Libya’s sovereignty.
